The Provincial Service of Economy, Competitiveness and Employment of Huesca, under the Government of Aragon, has granted Hidroeléctrica de Cataluña, S.L. the Prior and Construction Administrative Authorization for the adaptation of the Santa Ana-Baldellou-Camporrélls power line, in the municipal districts of Camporrélls and Baldellou. The resolution is published in the Official Gazette of the Province of Huesca number 213, corresponding to Friday, November 6, 2026 (official reference BOPH-2026-213052), and was signed in Huesca on October 22, 2026, by the provincial director, Marta P. Rodríguez Vicente.
A file opened in 2023 and processed under Title VII of the electrical regulation
The authorization responds to file HU-SP-ENE-AT-2023-115, initiated at the request of the holding company, located at calle Ribera del Loira 60 in Madrid. The Provincial Service considers that the regulatory procedures ordered in Title VII of Royal Decree 1955/2000, which regulates the transport, distribution, and authorization procedures for electrical energy installations, have been fulfilled.
The regulatory framework invoked in the resolution includes:
- Law 24/2013, of December 26, on the Electricity Sector.
- Royal Decree 1955/2000, of December 1, on authorizations for electrical installations.
- Royal Decree 223/2008, of February 15, on high-voltage lines and its instructions ITC-LAT 01 to 09.
- Royal Decree 337/2014, of May 9, on high-voltage electrical installations and ITC-RAT 01 to 23.
- Law 39/2015, of October 1, on Common Administrative Procedure.
The competence derives from article 75.4 of the Statute of Autonomy of Aragon and from Decree 199/2024, of November 29, on the organic structure of the department, in accordance with the first transitional provision of the decree of May 3, 2026, by the president of the Government of Aragon.
Reform of 11,590 meters with 19 new supports and 44 removals
The authorized project is a natural network extension (NER) financed by the distribution company itself, at no cost to the users, and its purpose is to adapt the reference line to Royal Decree 1432/2008 and Order AGM/920/2022, regulations that establish bird protection measures against electrocution on high-voltage power lines. The technical characteristics detailed in the resolution are as follows:
- Reform of the medium-voltage overhead line (LAMT) at 25 kV named “STA. ANA”, Santa Ana-Baldellou-Camporrélls line.
- Origin at support number A701131 and end at support A322948.
- Total length of 11,590 meters.
- Installation of 19 new metal lattice supports.
- Dismantling of 44 existing supports.
- Adaptation of 107 already existing supports.
The project was drafted by Jordi Masramon Puigdomenech, registered industrial technical engineer number 26643, with visa number 2023/02125 issued on April 12, 2023, by the Official College of Industrial Technical Engineers of Lérida.
INAGA environmental report and technical conditions
The resolution requires compliance with the conditions established in the reports issued by the affected bodies. In particular, it mentions the Environmental Impact Report of the project issued by the Aragonese Institute of Environmental Management (INAGA) dated March 2, 2026, which formulates the Simplified Environmental Impact Assessment, processed under file INAGA 500201/01B/2024/07747.
The authorization is granted without prejudice to and independently of the authorizations, licenses, or permits within the jurisdiction of municipal, provincial, and other bodies necessary to execute the installation, and is granted subject to property rights and without prejudice to third parties.
Twenty-four months for commissioning and one month to appeal
The commissioning period shall be 24 months starting from the day following the notification of the resolution to the holder. Against the agreement, which does not exhaust administrative remedies, an appeal for reversal (recurso de alzada) may be filed before the Minister of Economy, Competitiveness, and Employment within a period of one month, in accordance with articles 121 and following of Law 39/2015, without prejudice to any other appeal that the interested party deems appropriate.
The line affects two municipalities in the region of La Litera and is part of the distribution network that supplies the territory. The adaptation of the supports to avifauna regulations seeks to reduce the risk of electrocution and collision of birds in a rural environment where power lines and raptor habitats coexist, a scenario that state regulations require to be corrected in lines located in declared protection zones.
