The foster family recruitment service in Madrid remains vacant
Por FactBox Admin

Lot 1 of the contract for the recruitment of foster families and support for the monitoring of foster care in non-kin families in the Community of Madrid has remained vacant. This was declared by Order 3407/2026, of October 21, from the Ministry of Family, Youth and Social Affairs, disseminated by the department’s Technical General Secretariat in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID No. 265, of November 4, 2026 (p. 547). The announcement confirms that no offers were received electronically for that lot.
The contract, processed under file number 142/2026 (A/SER-017430/2026), was divided into two lots and is 40% co-financed by the European Social Fund Plus for the 2021-2027 period. The first, now vacant, covered the implementation of a service for the recruitment, promotion, and dissemination of foster care for minors in the region, with actions intended to be sustainable over time. The second, for support in the monitoring of foster care in non-kin families, addresses foster placements with special needs, those that extend beyond the age of majority, and cases of open adoptions with legal foster parents.
A lot of 651,858 euros without bidders
The call for tenders had been published with an estimated value of 3,633,093.82 euros for the entire contract and a base tender budget of 2,513,191.63 euros (2,230,847.08 euros taxable base plus 282,344.55 in VAT). The distribution by lots was as follows:
- Lot 1 — recruitment of foster families: taxable base of 538,725.88 euros, 21% VAT (113,132.43 euros) and a total amount of 651,858.31 euros.
- Lot 2 — support for monitoring in non-kin families: taxable base of 1,692,121.20 euros, 10% VAT (169,212.12 euros) and a total amount of 1,861,333.32 euros.
The vacant lot was tendered under CPV codes 79000000-4 (business services), 79311000-7 (study services), and 79315000-5 (social research services). The weighting allocated up to 70 points to the economic offer and up to 30 to the professionals’ experience, within an open procedure with multiple criteria and urgent processing.
From the European announcement to the silence of October 30
The deadlines explain the tight schedule. The tender announcement was sent to the Official Journal of the European Union on September 28, 2026, and was published in the OJEU and in the Contractor Profile on September 29; the Resolution of September 28, 2026, from the Technical General Secretariat, inserted it into the BOCM No. 240, of October 8, 2026 (p. 207), setting the deadline for the submission of offers until October 15.
- Execution period: 28 months, with a projected start date of September 1, 2026, or from the day following formalization until December 31, 2028.
- Maximum planned extension: until December 31, 2029.
- Final guarantee: 5 per 100 of the final offered price for each lot, excluding VAT.
- Opening of envelopes: October 30, 2026, at 10:00 AM, via videoconference.
The tender was declared void by Order 3407/2026, of October 21, signed by the regional ministry, and the announcement is signed by the head of the Procurement Division, Antonio Benito Martínez, by delegation of signature of Resolution 464/2024, of January 25.
Appeal before the Procurement Tribunal
The agreement is subject to a special appeal in procurement matters in accordance with Chapter V of Law 9/2017, of November 8, on Public Sector Contracts, with the deadlines set forth in Article 50. The competent body to resolve it is the Administrative Tribunal for Public Procurement of the Community of Madrid.
The fact that the recruitment lot remains unawarded leaves in limbo the part of the contract intended to recruit and train new foster families, precisely the mechanism that the ministry itself defines as the priority route for tutored minors to grow up in a family. The other lot, regarding the support of existing foster placements, continues its administrative process and covers the monitoring of the most delicate cases, including those that continue after the age of majority.
