El Servicio Canario de Empleo destina 7,1 millones a formación juvenil

The Canarian Employment Service (SCE) has announced 7,105,730.75 euros in grants to finance alternating training and employment projects-Youth Guarantee (PFAE-GJ) for the 2026 fiscal year, under a competitive bidding process and with urgent processing. The call is signed by the Presidency of the autonomous body via resolution dated October 16, 2026, and is published in the Official Gazette of the Canary Islands no. 217, dated October 29, 2026, with reference 3731, while the summary appears in the same edition with reference 3735 and BDNS number 936100.

European co-financing and insular distribution

The grants are financed through budget item 2026.50.01.241H.450.04, action line 504G1461 “ESF+ 21-27 Training and Employment Programs,” and are 85% co-financed by the European Social Fund Plus Canary Islands 2021-2027 Program, within the CCI 2021ES05SFPR009 Youth Employment Program and the youth employment priority of specific objective ESO4.1. The approved expenditure amounts to seven million one hundred and five thousand seven hundred and thirty euros and seventy-five cents.

The distribution guarantees at least one project per island, with a maximum subsidized cost of 395,105.41 euros per project, and the remainder of the credit is distributed in proportion to the registered unemployment of each island according to the data from the Canarian Observatory of Employment and Vocational Training (OBECAN) from April 2026:

  • Tenerife: 6 projects and 90 participants.
  • Gran Canaria: 6 projects and 90 participants.
  • La Palma: 1 project and 15 participants.
  • La Gomera: 1 project and 15 participants.
  • El Hierro: 1 project and 15 participants.
  • Lanzarote: 1 project and 15 participants.
  • Fuerteventura: 1 project and 15 participants.
  • Total: 17 projects and 255 target recipients.

Who can apply and who it is aimed at

Beneficiaries may be entities with sufficient technical and management capacity that are accredited in the Registry of Vocational Training Entities for Employment of the Canary Islands to teach the corresponding professional certificates. The catalog includes bodies and agencies of the State and Autonomous Community Administration, local corporations and their dependent entities, the universities of La Laguna and Las Palmas de Gran Canaria, consortia, public law corporations, and non-profit associations and foundations with training and employment purposes.

The target recipients must be unemployed young people, registered as job seekers with the SCE and registered in the National Youth Guarantee System, preferably unskilled or low-skilled and outside of education or training systems. More than 55% of the participants must be women, with priority given to victims of gender-based violence, and priority will be given to those who have not previously participated in this type of program.

Amounts, deadlines, and urgent processing

The maximum amount per project consists of three modules: up to 166,788.56 euros for salaries of the management-teaching and support team, 48,935.45 euros for direct costs of the training action, and 179,381.40 euros for the alternating training contracts of the student-workers, calculated based on 65% of the SMI plus employer contributions. The projects will last eleven months and fifteen days, with an administrative start deadline of December 31, 2026, and a training action start date of April 1, 2027.

The deadline for submitting applications is ten days starting from the day following the publication of the summary, that is, from October 30, and applications are processed through the electronic office of the Government of the Canary Islands. The resolution applies urgent processing, which halves the procedural deadlines except for those relating to the submission of applications and appeals, and provides for the advance payment of the total grant without requiring guarantees. The deadline for resolution is three months from the end of the application period, with a negative administrative silence.

The file includes favorable reports from the General Employment Council (July 20, 2026), the Directorate General for European Affairs (July 30), the Technical General Secretariat of the Ministry of Tourism and Employment (August 3), the Directorate General for Planning and Budget (September 30), and the General Comptroller (October 15).

The call comes at a time when youth unemployment is one of the weak points of the Canarian labor market and with European funds pending execution: the 7.1 million will allow for the implementation of 17 projects across the seven islands and provide certified training and employment contracts to 255 young people, in addition to employing teaching and coordination teams in the beneficiary entities. The record deadline of ten days and the urgent processing force interested entities to prepare a report, training plan, and economic forecast in barely two weeks.
