El Servicio Andaluz de Empleo convoca 92 millones para inserción laboral juvenil

The Andalusian Employment Service (SAE) has announced grants for a maximum amount of 92,000,000 euros for the development of Comprehensive Labor Insertion Projects aimed at unemployed young people aged 18 to 29 registered in the National Youth Guarantee System. The call, corresponding to the 2026 financial year, is published in the Official Gazette of the Regional Government of Andalusia (BOJA) no. 195, of October 7, 2026, by means of the Resolution of September 30, 2026, of the SAE Management Directorate (text no. 13026), and its extract (text no. 13027). The deadline for submitting applications ends at 9:00 AM on October 15, 2026.

The call is based on the Order of September 29, 2023, which approves the regulatory bases for the granting of public subsidies, on a non-competitive basis, of the Comprehensive Projects Program for Labor Insertion (BOJA no. 192, of October 5, 2023), modified by the Order of July 23, 2025. The grants are financed by the community measure D445ACD6ER, within the framework of the ESF+ Andalusia 2021-2027 Program, with a co-financing rate of 85 percent, with the remaining 15 percent corresponding to the Administration of the Regional Government of Andalusia. The extract is identified in the National Grants Database with number 932785.

According to the resolution, three calls of the program financed by the ESF+ have been published to date, with a global budget exceeding 300 million euros; the 2024 call, also aimed at the youth collective, had 82,227,500 euros. The Governing Council, in its session on August 31, 2026, agreed to exempt these grants from the provisions of article 124.4 of the Recast Text of the General Public Finance Law of the Regional Government of Andalusia, which allows for the payment of up to 80 percent of the granted amount without prior justification.

Recipients and beneficiary entities

The following may apply for the grants:

  • Training entities registered in the State or Regional Registry of training entities.
  • Non-profit entities registered in the corresponding registry.
  • Insertion companies defined in Law 44/2007, of December 13, and registered in the Administrative Registry of Insertion Companies.
  • Local corporations and autonomous Andalusian local entities, as well as their linked or dependent entities, provided they act in public-private collaboration with the companies where the insertion takes place.

The final target recipients are unemployed young people, registered as non-occupied job seekers in the SAE, aged between 18 and 29, inclusive, and registered in the National Youth Guarantee System file.

Amounts, objectives and execution deadlines

The resolution provides for the subsidizing of 20,222 comprehensive projects, that is, 20,222 people assisted, of whom at least 40 percent (8,089) must achieve labor market insertion, either through self-employment or employment by others. Each entity may request up to 100 projects if it operates in a single province and up to 320 if it operates in two or more, without exceeding the provincial limit.

The established amounts are:

  • 3,500 euros per person assisted, an amount that includes 528 euros as a participation incentive.
  • 2,500 euros per person inserted.
  • 100 percent of assistance actions and 40 percent of insertion actions are subsidized.

Each program will have a maximum duration of eighteen months and will combine assistance actions (labor guidance and training) with insertion actions (employment support and labor market prospecting).

Submission of applications and processing

The period begins at 9:00 AM on the business day following the publication of the summary in the BOJA and concludes at 9:00 AM on October 15, 2026; applications submitted after the deadline will be inadmissible. Processing is exclusively electronic through the SAE Electronic Window (https://ws109.juntadeandalucia.es/vea-web/), addressed to the head of the General Directorate of Labor Intermediation and Guidance, the body that also resolves by delegation of the Presidency of the SAE. The maximum period to resolve and notify is two months from the entry of the application into the Single Electronic Registry, and payment is structured with an advance of 80 percent and a second payment of 20 percent upon justification. The resolution is signed by the Managing Director, María Victoria Martín-Lomeña Guerrero.

The call reinforces the effort of the Junta de Andalucía to reduce youth unemployment with European funding, and opens a direct route for the contracting of projects for training entities, NGOs, insertion companies, and Andalusian city councils, which have only a few days to submit their programs.
