SERMAS tenders dressings for chronic wounds in six lots

The Health Procurement Agency of the Community of Madrid has called for the tender of the framework agreement for the supply of six lots of medical products intended for the prevention and treatment of chronic wounds in all centers dependent on SERMAS. The resolution, signed on September 11, 2026, by the agency’s CEO, José Nieves González, is published in the Official Gazette of the Community of Madrid number 226, dated September 22, 2026, within the announcements section of the Ministry of Health (reference BOCM-20260922-20). The deadline for submitting bids will remain open until October 15, 2026, at 11:59 PM.

A contract with an estimated value of nearly six million

The file, processed as AM PA SUM 28/2026 A/SUM-031802/2026 and with reference number C14834, is structured as a framework agreement for supplies divided into six lots, the list of goods and items of which is detailed in Annex 1 of the specific administrative clauses document. The contracting authority is the Madrid Health Service, with NIF V-70797667 and address at Gran Vía street number 30, Madrid.

The published economic figures are as follows:

• Estimated value of the contract: 5,926,846.04 euros.
• Base tender budget, net amount: 1,481,711.51 euros.
• VAT: 148,171.15 euros.
• Total amount including VAT: 1,629,882.66 euros.

The assigned CPV code is 33141110-4 (Dressings) and the main location for deliveries corresponds to NUTS code ES300. The contract is not linked to any project or program funded by European Union funds.

Open procedure and award criteria

The processing is ordinary and the procedure is open, without the admission of variants. Bidders may submit offers for one, several, or all lots, with no limit on the number of lots that can be awarded to each company. The award will be resolved using a plurality of criteria, in accordance with section 6 of clause 1 of the specifications:

• Price: up to 70 points.
• Qualitative criteria: up to 30 points.

The validity of the framework agreement will be twelve months from the day following the formalization of the contract, extendable before its expiration provided that the total term, including extensions (1 + 3), cannot exceed forty-eight months. Proposals shall be submitted in two envelopes: number 1 with the administrative documentation and number 2 with the economic proposal and the documentation relating to the criteria evaluable by formulas.

Electronic submission and means of appeal

The submission of bids shall be carried out exclusively by electronic means through the Public Procurement Portal of the Community of Madrid; electronic invoicing is likewise accepted, although electronic orders will not be used. Bidders shall be obliged to maintain their offer for two months. The opening of the economic offer and the valuation criteria applied through formulas will take place on November 3 at 10:00 hours, in a non-public act, the result of which will be communicated through the publication of the corresponding minutes on the procurement portal.

A special appeal in procurement matters may be filed against the call for tenders before the Administrative Tribunal for Public Procurement of the Community of Madrid, within a period of fifteen business days, and a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Madrid, within a period of two months. The announcement was sent to the Official Journal of the European Union on September 10, 2026.

The volume of the contract, with an estimated value close to six million euros and a base budget of 1.63 million per financial year, positions this tender as one of the relevant operations of the year for the dressing material supplier sector. The framework agreement unifies the supply of dressings and products for chronic wounds across the entire Madrid public healthcare network into a single procedure, which reduces procurement dispersion and concentrates business competition into six lots open to all healthcare market operators.
