SERIS appoints 118 trainee civil servants for the Administrative Group

The Presidency of the Riojan Health Service (SERIS) has appointed statutory personnel in training within the Administrative Group of the Administrative Function category, via a resolution signed on September 22, 2026, by the president María Martín Díez de Baldeón. The appointment is published in the Official Gazette of La Rioja number 184, dated September 24, 2026, with the official reference BOR-A-20260924-II–1095, and applies to the candidates who passed the selection process convened in 2025.

The measure culminates an internal promotion selection process. By Resolution of June 23, 2025, from the Human Resources Directorate of the SERIS Management (Official Gazette of La Rioja number 120, dated June 25), selective tests were convened for access to vacant positions in the category via the internal promotion track, corresponding to the Public Employment Offer for the years 2023 and 2024. Subsequently, the Resolution of July 29, 2025 (Official Gazette of La Rioja number 146, dated July 31) accumulated additional positions from the 2025 Public Employment Offer for the same category and track.

The figures for the process are as follows:

• 93 positions from the 2023 and 2024 Public Employment Offer, convened on June 23, 2025.
• 25 positions from the 2025 Public Employment Offer, accumulated on July 29, 2025.
• 118 candidates appointed in training, according to Annex I of the resolution.
• Category code E099, Administrative Group of the Administrative Function.

An appointment of 118 candidates

Annex I of the resolution, titled “Statutory personnel candidates in training,” lists the 118 appointed individuals with their partially hidden ID number, first surname, second surname, and first name. The list is ordered alphabetically and spans four pages of the gazette, between pages 16293 and 16296.

Among the included individuals are, by way of example, Santos Adan Lopez, Susana Andrea Afonso Cristino, Marta Agreda Labrador, M. Antonia Alonso Barandiaran, and Maria Del Carmen Anton Borque, the first entries of the annex, as well as Eva Villacian Blanco and Laura Villanueva Vizcaino, who close the list. The appointment complies with the provisions of article 29.1 of Decree 2/2011, of January 14, on the selection of statutory personnel and the filling of positions and jobs of SERIS, and the thirteenth clause of the call of June 23, 2025, in exercise of the powers attributed by Law 2/2002, of April 17, on Health.

Regime for personnel in training

The regime applicable to the personnel appointed in training shall be that established in Decree 2/2011, of January 14, which shall be fully applicable, for all purposes, from their effective incorporation into the selective course.

Regarding remuneration, trainees who already provide paid services to SERIS as permanent statutory staff must choose, at the beginning of the training period, between receiving the remuneration of their original position or remuneration equivalent to the salary and extraordinary payments corresponding to the category subject to the selection process.

Deadlines for appeal

This resolution concludes the administrative process. An optional appeal for reversal (recurso de reposición) may be filed before the Presidency of SERIS within one month from the day following its publication, or it may be challenged before the contentious-administrative jurisdictional order within two months of its publication.

Both avenues are governed by Articles 112, 123, and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The appointment marks the effective start of the internship period for 118 candidates who passed the selection process, a decisive step toward their definitive incorporation as permanent statutory staff of SERIS and a reinforcement of the administrative staff of the Riojan health system. Interested parties now have one month to file an appeal for reversal if they wish to challenge the resolution before the appointment becomes final.
