Por FactBox Admin

The Public Employment Service of the Principality of Asturias (SEPEPA) will redistribute 1,120,732.71 euros released by waivers from the 2025-2026 grant call to award complementary aid to training programs leading to professional certificates. The measure is formalized in the Resolution of September 30, 2026, of SEPEPA, published in the Official Gazette of the Principality of Asturias (BOPA) no. 194, of October 7, 2026, with reference 2026-08079. The distribution benefits training centers and entities and affects both unemployed and employed workers.
The origin: a call with waivers
The governing call was approved by Resolution of September 16, 2025, of SEPEPA (BOPA no. 185, of September 25, 2025). The initial programming and granting of the subsidies were issued by Resolution of December 30, 2025 (BOPA of January 9, 2026), for a total amount of 17,619,458.58 euros.
Several beneficiary centers and entities submitted written waivers for the grants awarded under lines 1 and 2, which were expressly accepted through SEPEPA resolutions dated May 4, 7, 11, 12, and 14, 2026. Partial withdrawals were also recorded from entities included in Annex II A.
The total amount of the waivers amounts to 1,527,575.02 euros:
- Line 1 (primarily unemployed persons): 1,242,592.19 euros.
- Line 2 (primarily employed persons): 284,982.83 euros.
The complementary grant, line by line
The Evaluation Commission met on June 5, 2026, and proposed to grant the waived amount to the following training programs in order of score, without the need to open a new call, in accordance with point 3 of section “Sixteenth” of the governing call. The recipients are the centers and entities listed in Annexes IV A and IV B of the resolution.
The complementary grant is distributed as follows:
- Line 1 (unemployed persons): 835,749.88 euros, charged to budget lines 85.01.322J.771.012 (641,649.60 euros) and 85.01.322J.781.032 (194,100.28 euros), project code 2025/000273.
- Line 2 (employed persons): 284,982.83 euros, charged to budget line 85.01.322J.771.012, project code 2025/000271.
Budgetary adjustments
To finance the grant, SEPEPA redistributes the released credit among budget lines of the General Budgets of the Principality of Asturias:
- Line 1: 23,743.44 euros are decreased from budget line 85.01.322J.771.012 and 23,743.44 euros are increased in 85.01.322J.781.032.
- Line 2: 33,605.06 euros are increased in 85.01.322J.771.012 and 33,605.06 euros are decreased in 85.01.322J.781.032.
A new allocation of 406,842.31 euros from line 1 corresponding to application 85.01.322J.771.012 is not possible, as it pertains to the 2025 annuity, in accordance with Article 31 of Decree 2/1998, of June 25, which approves the consolidated text of the Economic and Budgetary Regime.
Appeal and notification
The resolution is notified to the interested parties through its publication in the BOPA and does not exhaust administrative remedies. An administrative appeal (recurso de alzada) may be filed against it before the head of the Regional Ministry of Science, Industry and Employment within one month from the day following its notification, pursuant to Article 27.2 of the Principality of Asturias Law 2/1995 and Articles 121 and 122 of Law 39/2015, of October 1. The document was signed in Oviedo on September 30, 2026, by the President of the Public Employment Service of the Principality of Asturias.
The decision ensures that the already budgeted funds are not lost and reach professional certificate programs that had been excluded from the initial grant, expanding the training offer for the unemployed and employed without opening a new competitive procedure.
