El SEPEPA concede 3,05 millones al programa Joven Ocúpate 2026/2027

The Public Employment Service of the Principality of Asturias (SEPEPA) has resolved the granting of subsidies to promoting entities of the Youth Guarantee Program “Joven Ocúpate” for the 2026/2027 fiscal years, for a total amount of 3,052,719.70 euros and 199 participants. The decision is formalized in the Resolution of September 23, 2026, signed by the president of the organization, Borja Sánchez García, and published in the Official Gazette of the Principality of Asturias (BOPA) no. 189, of September 30, 2026, with reference Code 2026-07870.

The call was approved by Resolution of July 2, 2026, from the president of SEPEPA, the extract of which was published in the BOPA of July 13, 2026, with an available credit of 4,448,687.00 euros. The regulatory bases derive from the Resolution of April 28, 2020, of the Ministry of Industry, Employment and Economic Promotion, published in the BOPA of May 25, 2020.

The Evaluation Commission, appointed by Resolution of September 10, 2026, and meeting on September 16, 2026, analyzed the applications and formulated the granting proposal. File AYUD/2026/77399 was audited in accordance with regulations on September 22, 2026.

The program is part of the Annual Plan for the Promotion of Decent Employment 2026, approved by the Council of Ministers on June 16, 2026, the Spanish Strategy for Active Employment Support 2025-2028 (Royal Decree 633/2025, of July 15), and the Youth Guarantee Plus Plan 2021-2027.

Eighteen approved projects and 199 participants

The resolution, which resolves grants and denials, approves the 18 projects submitted by 12 promoting entities, with 199 male and female students. The breakdown by type of entity is as follows:

  • Local Entities: 6 entities, 9 projects, 110 participants, 1,687,433.00 euros.
  • Non-profit entities: 6 entities, 9 projects, 89 participants, 1,365,286.70 euros.

Among the beneficiaries are the City Council of San Martín del Rey Aurelio (four projects), the City Council of Grado, the City Council of Langreo, the City Council of Llanera, the City Council of Nava, and the City Council of Gozón. In the social sphere, the Mar de Niebla Foundation for Social Action (two projects), the Norte Joven Mieres Cultural Association (two), the Association of People with Spinal Cord Injury and other Physical Disabilities (ASPAYM) (two), Caritas Diocesana de Oviedo, Emáus Asturias, Innovación Social y Circular, and Expoacción Organización Solidaria are subsidized.

The training specialties cover cleaning in open spaces and industrial facilities, auxiliary operations for administrative and general services, auxiliary activities in nurseries, gardens and gardening centers, factory and roof masonry, carpentry and furniture work, auxiliary trade activities, and the assembly and maintenance of microcomputer systems.

Financing, advances and exemption from guarantees

The expenditure is allocated to budget applications 85.01.322C.761.012 (Local Entities) and 85.01.322C.781.058 (non-profit entities), with the code PEP 2026/000143 of the General Budgets of the Principality of Asturias. The maximum amount per participant is set at 15,340.30 euros, calculated according to the Interprofessional Minimum Wage and the Social Security contributions for 2026 and those planned for 2027.

Payment is structured in two installments: an advance of up to 50% of the granted subsidy once the project has started, and the remaining 50% after the justification of expenses and payments. The 18 entities listed in Annex III are exempt from presenting guarantees for the advance payment, in accordance with the Resolution of February 11, 2000, of the Ministry of Finance.

Start in November and administrative appeal

The projects will have a duration of 9 months, with a maximum of 15 participants each, and will begin on November 1, 2026. Participating individuals must be registered in the National Youth Guarantee System at the time of entry into the program.

Against the resolution, which does not end the administrative route, an administrative appeal (recurso de alzada) may be filed before the head of the Ministry of Science, Industry and Employment within one month of its publication in the BOPA.

The impact of these grants is direct on youth employment at the local level: the 199 participants will receive training alternating with professional practice for nine months in works and services of municipal and social interest, in councils such as San Martín del Rey Aurelio, Langreo, Mieres, Grado, Gozón, Llanera and Nava, with the aim of improving their employability and labor insertion.
