SEPE awards 2,010,000 euros in training for unemployed people in Ceuta

The State Public Employment Service (SEPE) has awarded grants for a total estimated maximum amount of 2,010,000.00 euros within the framework of the 2026 Offer Training call in the territorial area of the Autonomous City of Ceuta. The proposed resolution, signed on September 22, 2026, by the provincial director of the SEPE in Ceuta, Francisco José Gil Sánchez, is published in the Official Gazette of the City of Ceuta number 6,655, dated September 25, 2026, as provision 664.

The call was approved by Resolution of July 15, 2026, of the SEPE in Ceuta, published in the BOCCE extraordinary number 34, dated July 16, 2026. Following the processing of the file, the Provincial Sub-directorate of Benefits, Employment, and Training issued the provisional award resolution, published on September 4, 2026, and submitted the final resolution proposal to the provincial director on September 15, 2026.

The procedure is governed by Order TMS/368/2019, of March 28, Law 30/2015, of September 9, Royal Decree 694/2017, of July 3, and Law 38/2003, of November 17, General Law on Subsidies. The actions are financed from the budget credit 19.101, 241-B, 483.05 of the SEPE expenditure budget for the 2026 financial year.

Awarded entities and centers

Annex I of the resolution details the entities proposed as awardees, along with their specialties, scores, and amounts. The amount assigned in that annex totals 2,008,500.00 euros:

• Academia SOCE S.L.U.: 45,750.00 euros.
• Áridos y Transportes del Estrecho S.A.: 156,300.00 euros.
• Chamber of Commerce, Services, Industry and Navigation of Ceuta: 297,000.00 euros.
• Spanish Red Cross in Ceuta: 69,000.00 euros.
• Docentes por la Igualdad: 193,500.00 euros.
• General Union of Workers of Ceuta (UGT): 138,000.00 euros.
• Gib Strait Yatching, S.L.: 117,000.00 euros.
• Josuca, S.L. (Academia Avenida): 36,600.00 euros.
• Asociación Raíces Latinas Ceuta: 79,500.00 euros.
• Nexia Formación: 259,500.00 euros.
• Prometeo Formación S.L.: 135,900.00 euros.
• Septa Energy S.L.: 193,500.00 euros.
• UNPU Group Solution S.L.: 286,950.00 euros.

Conditions of the training actions

Each training action will be delivered to a maximum of 15 students, according to Annex V of the call, and the resolution sets the deadline to start them before the end of the year 2026. The specialties cover sectors such as private security, hospitality, socio-sanitary care, cybersecurity, logistics, gardening, road transport, and solar installations.

Annex II lists the rejected applications, indicating the reason for non-allocation: lower score, exceeding the 15% limit per entity, exhausted budget, failure to meet the minimum required score, non-compliance with established requirements, or exceeding the capacity of the training center.

Allegations and appeals process

The Ceuta Chamber of Commerce submitted allegations, which were upheld in accordance with the ninth provision of the call, resulting in a modification of the allocation of specialties. This resolution does not exhaust administrative remedies: an administrative appeal (recurso de alzada) may be filed before the Minister of Labor and Social Economy within one month from the day following the notification.

The award utilizes nearly all of the planned credit and distributes the training offer among a dozen Ceutan entities, thereby expanding the availability of free courses for unemployed persons and workers in the city before the end of 2026.
