SEPAD publishes the omitted zoning for the concert of occupational centers

The Official Gazette of Extremadura publishes this Tuesday, September 22, 2026, the correction of errors for the Resolution of July 27, 2026, from the Management Directorate of SEPAD, which called for the subscription of a social agreement for the provision of the Occupational Center Service aimed at people with disabilities who are part of the Disability Care Framework in Extremadura. The rectification, signed in Mérida on September 17, 2026, by the managing director of SEPAD, Estrella Martínez Lavado, corrects the omission of Annex IV regarding zoning and incorporates it in full into the bulletin. The document is identified by the official reference 2026062378.

The detected error and its legal basis

The original resolution was published in the Official Gazette of Extremadura No. 149, of August 4, 2026, and in it, the update of prices for the contracted and, where applicable, agreed services included in the Disability Care Framework in Extremadura was approved.

The problem affected point 5 of the first resolution, relating to the object of the call, which states verbatim that “the municipalities included in Annex IV are considered the area of action and care through the service to be contracted, without prejudice to any possible modifications that may occur.” However, that Annex IV was not published in issue 149, meaning the call referred to a list of municipalities that interested parties could not consult.

The rectification follows the provisions of Article 109 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, which allows administrations to correct material, factual, or arithmetic errors in their acts. The text is published in section I of DOE No. 183, of September 22, 2026, under the heading of the Ministry of Health and Dependency Care.

Zoning of the occupational center

The now-incorporated Annex IV details the zoning of the Occupational Center service, with the Cáceres area as the territorial reference. The included municipalities are:

Scope of the rectification

The correction does not alter the substantive content of the call for applications nor the updated prices of the contracted services: it is limited to completing the publication with the missing annex, such that the territorial delimitation announced in the first resolution is now supported by an official and verifiable list.

Consequently, the entities interested in participating in the social contract now have the complete list of municipalities that make up the area of operation, a determining element for sizing their proposals and for accrediting the territorial coverage required in the procedure.

The publication of Annex IV closes the documentary gap that the call had carried since August 4 and provides legal certainty both to the contracted entities and to the persons with disabilities who are users of the Disability Care Framework in Extremadura, who see the territorial scope in which the occupational center service will be provided confirmed in writing.
