The Senate tenders the renewal of its web application firewalls

The Senate Board has called for an open procedure for the procurement of the supply intended for the renewal and maintenance of the Chamber’s web application firewall system, with an estimated value of 350,000 euros. The tender announcement, corresponding to file 26/2026, is published in the Official State Gazette number 227, dated September 14, 2026, in section V-A of public sector procurement announcements.

The deadline for the receipt of bids ends at 2:00 PM on October 13, 2026, and the opening of the economic bid is scheduled for October 20, 2026, at 12:00 PM at the Senate headquarters, at calle Bailén 3 in Madrid. The contract is part of the general public service activities of the Upper House, which acts as a state authority.

Object and scope of the contract

The object of the tender is the supply for the renewal and maintenance of the Senate’s web application firewall system, critical equipment for the protection of the institution’s digital services against attacks targeting web applications. The contract provides for the delivery of the equipment within a maximum period of one month from its entry into force, although the remaining work may be executed subsequently, and the equipment must be fully operational by February 1, 2027.

The CPV codes defining the object of the contract cover both the equipment and its maintenance:

  • 32570000 (communications equipment)
  • 32420000 (network equipment)
  • 50312000 (repair and maintenance services of computer hardware)
  • 50312610 (maintenance of information technology equipment)
  • 50324100 (system maintenance services)

Conditions for participation and award

The procedure is of an open type and variants will not be accepted. Bidders must prove their capacity to act and not be subject to any prohibition from contracting, in addition to meeting the required economic and technical requirements:

  • Annual turnover of at least 525,000 euros (one and a half times the estimated value) in any of the last three completed years.
  • Accumulated annual billing for similar works of at least 245,000 euros (70% of the estimated value) in the same period.

The award will be made exclusively through criteria evaluable by formulas, with a weighting of 100%. Special execution conditions include compliance with occupational health and safety measures and applicable sectoral and territorial agreements. Electronic submission of bids and electronic invoicing will be accepted.

Processing and appeals

The announcement was sent to the Official Journal of the European Union on September 8, 2026, with identifier 2026-000504199, and the tender is processed through the contractor profile of the Public Sector Procurement Platform. The competent body to resolve special appeals in procurement matters is the Contractual Appeals Tribunal of the Cortes Generales, located on Floridablanca Street in Madrid. The announcement appears signed by the Chief Legal Counsel of the Senate, Sara Sieira Mucientes.

This procurement reinforces the cybersecurity of one of the State’s central institutions at a time of increasing exposure of public services to digital threats. For the IT security sector, it represents a relevant business opportunity in the institutional sphere, with a budget of 350,000 euros and a schedule that requires the new equipment to be operational by early 2027.
