El Segrià convoca 96.999,75 euros per al transport adaptat a serveis socials

The Segrià County Council has announced grants to finance adapted transport for people with disabilities, dependency, and reduced mobility to the specialized social day-care services of the county, with a maximum allocation of 96,999.75 euros. The summary of the call is published in the Official Gazette of the Province of Lleida number 204, dated October 26, 2026, with edict number 8884 and reference CVE BOP-2026_0_204_8884 (pp. 1-3), within the Local Administration - County Councils section. The full text can be consulted in the National Grants Database with the identifier BDNS 937339.

The call is processed under file 10481/2026 and is governed by the specific bases approved by the Plenary agreement of October 4, 2024, published in the BOP of Lleida number 198, dated October 14, 2024, pages 1 to 7. The granting regime is based on competitive bidding and the distribution of the credit is limiting: if the total amount of the requests exceeds the available budget, it will be distributed proportionally among all beneficiaries. The charge is allocated to the budget application 2026052313480000101 Adapted Transport Grants.

Deadline open until November 15

Applications may be submitted from October 26 to November 15, 2026, both inclusive, exclusively electronically through the County Council’s procedures catalog. Requests by email or any other means are not accepted, and those arriving after the deadline do not generate any right.

The subsequent calendar is set as follows:

  • Maximum deadline to submit supporting documentation: January 15, 2027.
  • Resolution and notification: one month from the end date of the justification period.
  • Notification: personal.
  • Possibility of reformulating requests: yes.
  • The call exhausts the administrative route.

The instruction corresponds to the Social Welfare and Family Area of the Segrià County Council, which evaluates and proposes the resolution; this is issued by the Presidency of the County Council and reported to the Plenary. The summary is signed by the president, David Masot Florensa, on October 22, 2026.

Who can apply for the grant and who is excluded

Natural persons who meet the following requirements may be beneficiaries:

  • Be over 18 years of age.
  • Have a recognized disability with a certificate from the General Directorate of Personal Autonomy and Disability accrediting that they exceed the reduced mobility scale or, if they do not have one, the accompaniment scale. People with a diagnosis of dementia accredited by a medical report may apply without going through the assessment process.
  • Have a recognized place in a specialized social service of the public network located in the Segrià region.
  • Be registered as a resident in any municipality of the region, except for the city of Lleida.

Specialized care centers that manage the regular adapted transport service for their users may also apply, provided that the users meet the previous conditions. Excluded, however, are people with a place in a center that manages adapted transport and also applies for the call, those who have a parking card and their own vehicle of which they are the drivers, and users of residential services.

Access to special employment centers, health, socio-health, rehabilitation and functional services, cultural, leisure and sports activities, nor specialized social services located outside of Segrià attended by own will without a professional criterion advising it, are also not eligible for the aid.

What is financed and how the amount is calculated

Individual or collective transport expenses from the user’s home to the specialized social care center of the region are eligible for subsidies, provided that the service was used during the period of the call. The admitted destinations are:

  • Day center for the elderly, temporary or permanent.
  • Comprehensive care service for elderly people in rural areas.
  • Specialized care day center for people with disabilities.
  • Occupational therapy day center (STO) for intellectual disability.
  • Occupational insertion day center (SOI).
  • Social club, pre-employment service and assimilated centers with daytime reception functions.

The aid covers regular transport from Monday to Sunday or intermittent transport from two to three days a week; extraordinary or sporadic services are excluded. The calculation varies depending on who provides the service: if provided by private centers or providers, it is based on the effective cost accredited with invoices, payrolls, social quotas and insurance; if provided by the administration and cannot be accredited this way, a module of 0.47 euros per kilometer is applied. In private transport, with one’s own vehicle or that of a relative, the module is 0.28 euros per kilometer, with urban trips counted as 3 km per trip and two trips per day of attendance. The acquisition of vehicles or their adaptations, amortizations and financial expenses are not financed, and other subsidies with the same purpose and the amounts paid by the users are deducted from the calculated amount.

The call for applications arrives at a time when adapted transport is a key element in maintaining access to day centers and occupational services in Segrià, especially in rural areas, where the absence of ordinary transport can leave people with reduced mobility without alternatives. The allocation of 96,999.75 euros and the proportional distribution in case of excess demand make the application deadline, which ends on November 15, the decisive date for users and third-sector entities.
