Segrià definitively approves two 2026 budget modifications

The Segrià County Council has definitively approved credit modifications 12/2026 and 13/2026 of the 2026 budget, which increase the county budget to approximately 34.4 million euros. The agreements, adopted in an ordinary plenary session on July 31, 2026, are published in the Official Gazette of the Province of Lleida (BOP no. 165, of August 28, 2026).
The two modifications were open for public inspection for fifteen business days and, as no claims were filed, they have been definitively approved. The president of the Council, David Masot Florensa, signs the edicts, which include the summary by chapters of the income and expenditure budget.
Regulatory Framework and Processing
The processing is based on articles 177.2, 179.4, and 169.3 of the Recast Text of the Law regulating local treasuries, approved by Royal Legislative Decree 2/2004, of March 5, in relation to articles 70.2 and 112.3 of Law 7/1985, of April 2, and other current regulations.
A contentious-administrative appeal may be filed directly against the definitive agreements, in accordance with article 171.1 of the recast text, within a period of two months starting from the day after the publication of the edict in the BOP. The filing of the appeal does not, by itself, suspend the effectiveness of the contested agreement.
Modification 12/2026
Modification 12/2026 (file 9118/2026, CVE BOP-2026_0_165_7336) represents a net increase of 213,167.81 euros, which raises the definitive budget to 34,361,666.86 euros. The main movements are:
- Income: increase of 213,167.81 euros in chapter 4 (current transfers).
- Expenditure: increase of 83,683.85 euros in chapter 2 (current goods and services), 4,000 euros in chapter 4 (current transfers), and 125,483.96 euros in chapter 6 (real investments).
Modification 13/2026
Modification 13/2026 (file 9121/2026, CVE BOP-2026_0_165_7337) represents a net increase of 67,747.78 euros, which raises the definitive budget to 34,429,414.64 euros. The movements are:
- Income: increase of 67,747.78 euros in chapter 8 (financial assets).
- Expenditure: increase of 67,747.78 euros in chapter 6 (real investments).
Impact for the County
With the two modifications, the budget of the Segrià County Council stands at around 34.4 million euros, with a significant weight on current transfers and a reinforcement of real investments, which concentrate most of the expenditure increases. The publication in the BOP provides official publicity to the agreements and opens the path for appeal for those who consider themselves affected, in a fiscal year marked by county economic management.
