The Run puts out to tender the lease of its tourist hostel.

The Neighborhood Board of El Run approved on 6 August 2026 to put out to public tender the lease of the municipal hostel, a property located at Plaza de la Fuente, 1, which must be used as a tourist hostel with accommodation, restaurant and bar services. The tender notice is published in the Official Gazette of the Province of Huesca number 152, of 12 August 2026, with reference BOPH-2026-152022, and sets a base rent of 9,000 euros per year. Interested parties will have fifteen business days to submit their bids.

El Run is a minor local entity of the municipality of Castejón de Sos, in the Benasque Valley (Ribagorza region). The agreement is formalized in notice number 3644, signed on 10 August by the village mayor, Cristina Martín Martínez. The contract will have a duration of four years, with the possibility of annual extension up to a maximum of ten years, and the base tender amount is set at 9,000 euros per year plus VAT.

Rent and contract duration

• Purpose: lease of the Albergue property, at Plaza de la Fuente, 1, for use as a tourist hostel with accommodation, restaurant and bar.
• Base tender amount: 9,000 euros per year, plus VAT.
• Term: four years, with annual extensions up to a maximum of ten years.
• Procedure: lease by public tender.

Sixty points for the economic bid and forty for the project

The evaluation of bids combines two blocks. Criterion A, automatically quantifiable, awards up to 60 points to the economic bid: the proposal with the highest rent receives the maximum score and the rest is scored using the formula 60 × (offered rent / highest offered rent), excluding VAT. Criterion B, dependent on value judgment, provides up to 40 points:

• Service provision project (up to 20 points): organization of the service, personnel and material resources, schedules, management system and public service (up to 10); proposal for complementary activities linked to the natural and mountain environment (up to 10).
• Training, experience and collaboration (up to 20 points): training and experience in hospitality, catering, management of tourist accommodation, food safety and languages (up to 10); experience in managing hostels or similar establishments, at 2 points per full year (up to 5); proposal for collaboration with the minor local entity in social, cultural, sporting or tourist activities (up to 5).

Fifteen-day deadline and opening of bids

Proposals may be submitted within fifteen business days counted from the day following the publication of the notice in the Official Bulletin of the Province of Huesca. The place of submission is the office of the Secretary of the Minor Local Entity of El Run, located at the offices of the Castejón de Sos Town Council, at Avenida El Ral, 41 (22466), during public attention hours.

Bidders must prove economic and financial solvency, as well as technical and professional solvency. Opening of envelope A will take place on the business day following the end of the submission period and, once the administrative documentation has been assessed, a period of up to three days may be granted to correct errors. Opening of envelope B, in a public event, will be set by resolution of the Mayor’s Office, which will be published on the notice board.

The tender of the El Run hostel opens a path for tourism entrepreneurs of the Benasque Valley to operate a public facility in the heart of the Aragonese Pyrenees, with a moderate starting fee and an evaluation that rewards both the offered rent and the revitalization project. The award will decide the future of a municipal property destined to become a driving force for the social, cultural, sports and tourism activity of the minor local entity.
