The Judicial Administration Body approves new heads of executive secretariats

The Plenary of the Judicial Administration Body of the Federal Judiciary unanimously approved General Agreement AG-POAJ-021/2026, through which it reforms the agreement creating and integrating its commissions and approves the appointments of the heads of the executive secretariats. The decision, adopted in a session on September 2, 2026, was published in the Official Gazette of the Federation on Tuesday, September 8, 2026, in the section corresponding to the Judiciary.

The agreement is based on articles 94 and 100 of the Political Constitution of the United Mexican States, as well as articles 70, 71, 79, 80, 82, 89, 92, 98, and 99 of the Organic Law of the Federal Judiciary. Pursuant to the constitutional reform of the Judiciary on September 15, 2024, the administration of the judicial system passed from the defunct Federal Judiciary Council to this new body, which operates in Plenary or in Commissions.

Reform of the commissions and new appointment

The reform modifies article 6, fraction IV, of the general agreement that creates and integrates the permanent commissions, and designates the new head of the Executive Secretariat of the Commission for the Creation and Monitoring of Jurisdictional Bodies. The change is in response to the resignation submitted by the previous head, effective as of September 1, 2026.

• Jaqueline Berenice Cruz Angeles is designated as the head of the Executive Secretariat of the Commission for the Creation and Monitoring of Jurisdictional Bodies.
• The agreement enters into force on September 2, 2026, pursuant to its first transitory article.
• Its publication is ordered in the Official Gazette of the Federation, the Judicial Weekly of the Federation and its Gazette, as well as on the body’s Intranet and Internet portal.

Background of the position

In an extraordinary session on September 2, 2025, the Plenary had designated Carlos López Cruz as Executive Secretary of the aforementioned commission, effective as of September 1, 2025. In an ordinary session on September 2, 2026, the Plenary accepted his resignation, effective as of September 1, 2026, which prompted the new appointment.

The agreement was approved by a unanimous vote of the members of the Plenary, in a session held on September 2, 2026:

The certification of the agreement was signed by the Executive Secretary of the Plenary, César Mauricio López Ramírez, in Mexico City, on September 3, 2026.

Relevance of the decision

With this reform, the Judicial Administration Body consolidates the reconfiguration of its administrative structure following the transfer of functions from the defunct Federal Judiciary Council, guaranteeing the operational continuity of the commissions responsible for the creation and monitoring of jurisdictional bodies. The unanimous designation reinforces institutional certainty in the management of the Federal Judiciary.
