The King grants Stubb the Collar of Isabella the Catholic
Por FactBox Admin

Felipe VI has granted the Collar of the Order of Isabella the Catholic to Cai-Göran Alexander Stubb, President of the Republic of Finland, by means of Royal Decree 796/2026, dated September 30. The grant is formalized upon the proposal of the Minister of Foreign Affairs, European Union and Cooperation, José Manuel Albares Bueno, and following deliberation by the Council of Ministers at its meeting on September 29, 2026. The text is published in the Official State Gazette (BOE) number 247, dated October 5, 2026, in section III of other provisions, page 130139, with the official reference BOE-A-2026-20664.
The Collar is the highest grade of the Order of Isabella the Catholic, reserved for heads of state and personalities of the highest rank within the framework of foreign relations. The decree follows the usual formula for these grants: the King expresses his “Royal appreciation” to the recipient, the proposal originates from the head of Foreign Affairs, and the agreement is submitted to the Council of Ministers before its signing. The text is dated September 30, 2026, and appears countersigned by Felipe R. and by Minister Albares Bueno.
Five decrees on the same day
The grant to the Finnish president does not come alone. The same issue of the BOE contains four other royal decrees signed on September 30, all processed with the same ministerial proposal and the same prior agreement from the Council of Ministers on the 29th:
The names in decree 800/2026
The last of the decrees details, one by one, the recipients of the Order of Civil Merit:
- Jussi Kristian Halla-aho, Speaker of the Parliament of Finland.
- Elina Maria Valtonen, Minister of Foreign Affairs.
- Lauri Antero Tierala, Head of the Cabinet of the Presidency.
- Jari Petteri Luoto, Ambassador of Finland to Spain.
- Tuomas Tapio, Permanent Secretary of State of the Ministry of Foreign Affairs.
An immediate precedent
The Collar awarded to a European head of state has a direct precedent in the same month. Royal Decree 741/2026, of September 23, granted this same distinction to Emmanuel Jean-Michel Frédéric Macron, President of the French Republic, in an analogous package that included the Grand Cross for Brigitte Marie-Claude Macron and for Minister Jean-Noël Barrot (BOE-A-2026-20074, published on September 28, 2026). The official gazette does not explicitly state the specific reason for each award in the text of the decrees, which falls within the protocolary practice of reciprocity between Spain and allied countries.
The impact of this publication is twofold. On the institutional level, it places Finland at the highest level of the Spanish honorary scale and extends the gesture to the political and diplomatic leadership of the Nordic country, from the prime minister to the accredited ambassador in Madrid. On the documentary level, it provides verifiable evidence, with five official references linked in a single issue of the BOE, of a foreign policy operation that until now had only existed in the realm of protocol.
