El Puerto de Santa María reorganizes its government following cultural appointment

Cessation and new assignment of Millán Alegre Navarro
The City Council of El Puerto de Santa María has officially communicated the cessation of Millán Alegre Navarro as a member of the Local Government Board and deputy mayor. The cessation, effective from 30 July 2026, responds to his appointment as Provincial Delegate for Culture, Historical Heritage and Sport of the Junta de Andalucía in Cádiz.
The measure was adopted by means of Mayoral Decree No. 2026/4818, dated 30 July 2026, and has been published for general knowledge in the Official Gazette of the Province of Cádiz in its issue No. 158, corresponding to 18 August 2026.
Reordering of the order of deputy mayors
Following the cessation, the order established in Decree 2024/2100, of 9 April, has been modified. The new sequence of deputy mayors is defined as follows:
- First deputy mayor: Francisco Javier Bello González.
- Second deputy mayor: Jesús Garay Garrucho.
- Third deputy mayor: David Calleja García Ruiz.
- Fourth deputy mayor: Leonor Caballero Lacave.
- Fifth deputy mayor: Marta Rodríguez López de Medrano.
- Sixth deputy mayor: Danuxia María Enciso Fernández.
- Seventh deputy mayor: Enrique Iglesias Romero.
Redistribution of delegated powers
The powers held by Millán Alegre Navarro as first deputy mayor, according to Decree 2025/3739 of 6 June, are terminated. These attributions are now transferred to Francisco Javier Bello González, in his dual capacity as delegate of the area of Municipal Organisation and Major City, Civil Service and Economic Development, and delegate of Economy and Finance.
Among the powers delegated to the new office holder are the approval of tax registers, tax settlements, deferrals and instalments of income, remission of tax penalties and economic management in accordance with the budget.
Legal basis and effects
The resolution is based on Articles 125.1 and 126.2 of Law 7/1985, of 2 April, Regulating the Bases of Local Government, as well as on Articles 13.1 and 16.2 of the Organic Regulations of Local Government Bodies. The decree takes effect from its adoption by the Local Government Board, and municipal services must adopt the necessary measures for its compliance.
The publication is made in the Official Gazette of the Province of Cádiz and in the Electronic Edicts Board, and the Municipal Plenary will be informed at the next session.
