Por FactBox Admin

El Principado somete a información pública el Reglamento del taxi

The Principality of Asturias has opened for public consultation the draft Decree that will approve the future Regulations for the Discretionary Public Passenger Transport Service in Tourism Vehicles, the rule that will govern taxi activity in the autonomous community. The decision corresponds to the Department of Mobility, Environment and Emergency Management, through the Resolution of October 21, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) no. 212, of November 3, 2026, with official reference 2026-08733. Any interested entity or person has twenty business days, counting from the day following said publication—that is, from November 4—to submit any allegations they deem appropriate regarding the text of the future regulation.

A process open for two years

The procedure does not start now. According to the background provided in the resolution, the drafting of the draft Decree began by Resolution of November 11, 2024, from the then Department Head of Public Works, Local Cooperation and Fire Prevention, who entrusted the processing to the Technical General Secretariat of that department.

The structural change of the regional Executive has transferred the competence in transport matters to the current Department of Mobility, Environment and Emergency Management, in accordance with Decrees 22/2023, of July 31, on the restructuring of the Departments, and 51/2025, of April 29, which establishes the basic organic structure of the department.

The legal support for the process is Article 33.2 of the Law of the Principality of Asturias 2/1995, of March 13, on the Legal Regime of the Administration, which allows a draft provision to be submitted for public consultation when established by a rule or deemed convenient by the competent department head. The file is processed under Law 39/2015, of October 1, on the Common Administrative Procedure.

A sector with its own tariffs already revised this year

Furthermore, the taxi Regulations arrive within a tariff framework that has also been subject to recent changes. The price regime for interurban discretionary public passenger transport services in tourism vehicles (auto-taxi) is fixed by Decree 50/2008, of June 19, which has been modified on two subsequent occasions:

  • by Decree 62/2022, of October 14 (BOPA of October 24, 2022);
  • by Decree 50/2026, of July 13 (BOPA of July 22, 2026).

This reference appears in the BOPA itself, in the school transport aid file processed by the Department, where the amount per kilometer for students using taxi services expressly refers to that tariff regulation.

Where to consult the text and how to file allegations

The draft Decree may be examined throughout the public information period at two locations in Oviedo, both in the Multi-Service Administrative Building at calle Antonio Suárez Gutiérrez, no. 2:

  • the General Technical Secretariat of the Department, 4th floor, central left sector;
  • the Citizen Service Office, plaza floor.

The text is also available on the https://asturiasparticipa.asturias.es/ portal of the Administration of the Principality.

Allegations, observations, or suggestions must be addressed to the Minister of Mobility, Environment and Emergency Management and submitted to the Central Office of registration assistance of the regional Administration or through any of the means provided for in article 16.4 of Law 39/2015. The standardized form of the Service Sheet B_SOL_02 – Submission of documents to the Administration of the Principality of Asturias, available on the electronic office, which also allows the request to be initiated electronically, shall be used. Allegations shall be addressed to the Administrative Support Service of the General Technical Secretariat, with DIR code A03045473.

The impact for the sector and users

The resolution bears the signature of Minister Alejandro Jesús Calvo Rodríguez and is issued in Oviedo on October 21, 2026. The regulation directly affects a sector that provides service throughout Asturias and the users who depend on taxis, especially in rural areas and intercity services; therefore, the open period is the last opportunity for professionals and taxi associations to influence the text before its approval by the Governing Council.
