The Principality grants the Máximo Fuertes Acevedo Award to Ramón Lluís Bande

The Department of Culture, Linguistic Policy and Sport of the Principality of Asturias has awarded the «Máximo Fuertes Acevedo» Prize for essays in the Asturian language, in its XXXII edition corresponding to the year 2026, to Ramón Lluís Bande Guerra for the work titled «La mirada ordenada» (The Ordered Gaze). The decision is formalized in the Resolution of September 17, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) no. 186, of September 25, 2026, with official reference Code 2026-07734. The award is endowed with six thousand euros (€6,000.00).

The jury’s verdict and the winning work

The jury, appointed by Resolution of June 1, 2026, met on September 3, 2026, and proposed granting the prize to the work «La mirada ordenada», submitted under the pseudonym «El cineasta» (The Filmmaker). According to the reasoning stated in the minutes, it is «an essay that, through the analysis of nine films made in Asturias, reflects on cinema as a tool for the recovery of memory and identity».

The minutes particularly highlight «the brave, creative, and highly necessary nature of a work that combines the gaze of the cinephile with the experience of the professional filmmaker». The resolution certifies that the winner meets the requirements to be a beneficiary, being up to date with tax and Social Security obligations and not being a debtor to the Treasury of the Principality of Asturias.

Background and regulatory framework

The call for this XXXII edition was made by Resolution of the Department of Culture, Linguistic Policy and Sport of February 18, 2026, an extract of which was published in the BOPA on March 4, 2026, already with an endowment of six thousand euros. The regulatory bases for literary prizes in the Asturian language were approved by Resolution of the Presidency of the Principality of Asturias of December 20, 2023, published in the BOPA of January 4, 2024.

The processing and payment of the prize are governed by:

• Law 38/2003, of November 17, General Law on Subsidies, and its General Regulation, approved by Royal Decree 887/2006, of July 21.
• Decree 71/1992, of October 29, on the General Regime for the Granting of Subsidies in the Principality of Asturias.
• The Resolution of the Presidency of the Principality of Asturias of December 20, 2023 (BOPA of January 4, 2024), regarding regulatory bases.
• The Resolution of the Department of Culture, Linguistic Policy and Sport of February 18, 2026, regarding the call for entries.

The authority to issue the resolution corresponds to the Minister of Culture, Linguistic Policy and Sport, Ana Vanessa Gutiérrez González, in accordance with Article 67 of Decree 2/1998, of June 25, and the basic organic structure of the department.

Economic endowment and means of appeal

The expenditure of €6,000.00 is allocated in favor of the award winner, charged to item 21.02.455G.482.062 of the General Budgets of the Principality of Asturias for 2026, following the favorable fiscal report from the Delegated Comptroller. Payment is processed in accordance with Base 9 of the regulatory bases for literary prizes in the Asturian language.

The resolution exhausts the administrative route and admits:

• An optional appeal for reversal (recurso potestativo de reposición) before the Counselor of Culture, Linguistic Policy, and Sport, within one month from the day following its publication in the BOPA.
• Direct challenge before the Contentious-Administrative Chamber of the Superior Court of Justice of Asturias, within two months from the receipt of the notification.

The ruling consolidates the continuity of literary prizes in the Asturian language, which have reached their thirty-second edition and have stable budgetary support in the 2026 regional accounts. Regarding the field of the llingua, the recognition of an essay on cinema filmed in Asturias reinforces the link between cultural creation in Asturian and the audiovisual memory of the Principality, and positions the award-winning work as an editorial reference within the catalog of publications subsidized by the regional Administration.
