The president of Ceuta appoints Daniel López Ruiz as new political adviser.

The president of the Autonomous City of Ceuta, Juan Jesús Vivas Lara, has appointed Daniel López Ruiz as political advisor, a temporary staff position that will take effect from the day following its official publication. The agreement appears in Decree 85, published in Official Gazette of the Autonomous City of Ceuta (BOCCE) Extraordinary No. 40, of Thursday, 13 August 2026 (p. 3215). The same issue also records the termination of Lucía Cerdeira Argüelles as political advisor by means of Decree 84 (p. 3213).

Decree 85 is issued under article 14 of the Statute of Autonomy and article 21 of Law 7/1985, of 2 April, regulating the Bases of Local Government, in relation to its article 104, article 176 of Royal Legislative Decree 781/1986, of 18 April, and article 41.14(d) of Royal Decree 2568/1986, of 28 November. The president of the City, appointed by Royal Decree 523/2023, of 19 June, holds the powers to freely appoint this staff. The document, digitally signed in Ceuta on 12 August 2026, is signed by the president and by the acting secretary general, Juan Manuel Verdejo Rodríguez, and has been incorporated into the City’s Registry of Decrees and Resolutions.

A position of trust with immediate effect

The appointment of Daniel López Ruiz as political advisor takes effect from the day following the publication of the resolution in the BOCCE, that is, from 14 August 2026. This is temporary, non-permanent staff, whose characteristics and remuneration were determined by the Plenary of the Corporation and who is paid from the budget appropriations allocated for this purpose, in accordance with article 12 of Royal Legislative Decree 5/2015, of 30 October, approving the consolidated text of the Law on the Basic Statute of Public Employees. The essential conditions of the position are as follows:

  • Free appointment and termination, which correspond to the president of the City.
  • Functions exclusively classified as trust or special advisory duties.
  • Remuneration charged to the City’s budgets.
  • Automatic termination upon the cessation or expiration of the term of office of the authority to whom they provide their services.

The budgetary framework enabling the appointment

The Plenary of the Assembly of the City of Ceuta, at its session held on 1 September 2023, definitively approved the first budget modification file for fiscal year 2023, published in BOCCE Extra No. 56, of 5 September 2023. That file re-regulated budget bases 29 and 30, concerning the regime for temporary staff and the allocation for the operation of political groups, respectively, which enables the coverage of the position now held by Daniel López Ruiz.

A dismissal and an appointment in the same bulletin

BOCCE Extraordinary No. 40, in its Authorities and Personnel section, includes the complementary decision: Decree 84 dismisses Lucía Cerdeira Argüelles as political adviser to the Socialist Parliamentary Group, with effect from the date of publication, at the request of that group’s spokesperson. Both agreements, dated 12 August 2026, constitute a simultaneous renewal of the Presidency’s advisory team.

Appeals

Decree 85, which exhausts the administrative channel, may be appealed within one month by means of an optional motion for reconsideration before the President himself, in accordance with Articles 123 and 124 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, or directly within two months before the Contentious-Administrative Courts of Ceuta, pursuant to Articles 8.1 and 46 of Law 29/1998, of 13 July, regulating the Contentious-Administrative Jurisdiction.

The official publication of the appointment makes Daniel López Ruiz one of the President’s positions of trust, with remuneration charged to the City’s budgets, which explains the public interest of an agreement of this nature. As it is temporary staff, the post is linked to the term of office of the authority that appoints him and will automatically be extinguished when that authority ceases or its term expires. The news also confirms the reconfiguration of the Presidency’s advisory team that the bulletin itself documents with the simultaneous dismissal of the previous adviser.
