President Capellán dismisses Galiana as Counselor of Education and Employment

The President of the Government of La Rioja, Gonzalo Capellán de Miguel, has dismissed Alberto Galiana García as Minister of Education and Employment. The decision is formalized in Presidential Decree 3/2026, of October 27, published in the Official Gazette of La Rioja (BOR) No. 208, corresponding to Wednesday, October 28, 2026, within section II. Authorities and Personnel, on page 17925. The dismissal affects the ministry responsible for the non-university education system, vocational training, and active employment policies of the autonomous community.

The decree is issued under article 14, paragraph c), of Law 8/2003, of October 28, on the Government and Incompatibilities of its members, and was signed in Logroño on October 27, 2026, by the president himself. Its operative part consists of a single article: it orders the dismissal of Alberto Galiana García as Minister of Education and Employment, “thanking him for the services rendered.” The sole final provision establishes that the decree shall enter into force on the day of its publication in the Official Gazette of La Rioja, namely, October 28.

No substitute published in the same issue

The BOR of October 28 does not include any decree appointing a new head for the Ministry of Education and Employment; therefore, as of the closing of that issue, the ministry remains without a published replacement in the official gazette. The text also does not incorporate a provision for substitution or the temporary attribution of competencies.

The minister’s dismissal coincides in the same issue with another departure in the Government structure: Decree 25/2026, of October 27, orders the dismissal of Jesús Ángel Garrido Martínez as Director General of Funds and Relations with the European Union, at the proposal of the Minister of Finance, Public Governance, Digital Society and Government Spokesperson, Alfonso Domínguez Simón, and following deliberation by the Government Council in its meeting on October 27, 2026 (page 17926, reference BOR-A-20261028-II–1192).

A ministry in full regulatory activity

The dismissal occurs while the Department of Education and Employment is in the midst of producing instructions and calls for applications. In the same issue of the bulletin, two mobility calls signed by Alberto Galiana García dated October 26, 2026—one day before his dismissal—are published:

• Transfer competition for civil servants of the teaching bodies who provide instruction, with 38 pages of rules (page 17940, reference BOR-A-20261028-II–1194).
• Transfer competition for the provision of vacant positions in the Education Inspectorate of La Rioja, with 15 pages (page 17978, reference BOR-A-20261028-II–1195).

Both procedures set the application period between November 5 and November 26, 2026, and refer the final resolution to the Minister of Education and Employment, the same authority whose dismissal is published on page 17925.

In the preceding months, the outgoing minister had also signed relevant spending commitments for the educational system, including the fifth addendum to the agreement with the Fulbright Commission for the conversation assistants program for the 2026-2027 academic year, with an obligation of 285,642 euros, and the agreement with the University of La Rioja for the financing of the Research Plan, endowed with 959,812 euros.

Impact on the educational system

The change in leadership of the Department of Education and Employment directly affects the teaching staff, candidates in selection and transfer processes, and the department’s regular interlocutors. Furthermore, the replacement arrives without the Official Gazette of La Rioja of October 28 publishing the appointment of the new minister, meaning that the resolution of the procedures already called will remain in the hands of whoever takes over the department.
