El Port de la Selva calls for the Secretary with commission of services

The City Council of Port de la Selva has approved the regulatory bases and the call for the temporary provision of the Secretariat position, through a service commission or provisional appointment. The decision was formalized by decree 565/2026, of September 4, 2026, signed by the mayor Lídia Ferrer i Grau, and is published in the Official Gazette of the Province of Girona no. 180, of September 18, 2026 (official reference BOP-2026_0_180_7980, edict 7980, pp. 1-4). The deadline for submitting applications is five business days starting from the day after the publication of the announcement.

The council justifies the call due to the need to fill the position “with an urgent and non-deferrable character.” The procedure is framed within article 81.3 of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Law of the Basic Statute of the Public Employee, and articles 48, 49, and 51 of Royal Decree 128/2018, of March 16, which regulates the legal regime of local administration officials with national qualification. The publicity of the announcement is carried out in accordance with article 76 of the Personnel Regulations in the Service of Local Entities, approved by decree 214/1990, of July 30.

A level 29 position with a supplement of 37,247.84 euros

The characteristics of the job position published in the bases are as follows:

• Position name: Secretariat.
• Access group: A1.
• Level: 29.
• Annual specific supplement: €37,247.84.
• Form of occupation: service commission or provisional appointment.
• Duration: one year, without prejudice to the possibility of extension in accordance with current regulations.

The functions are those provided for in the specific regulations of the scale of local administration civil servant personnel with national qualification, entry secretariat sub-scale.

Participation requirements and submission of applications

Career officials of the local administration scale with national qualification, from the Entry Secretariat or secretariat-intervention sub-scale, may take part in the call. Interested persons must submit the application using the standardized form (Annex I) within the period of five business days starting from the day after the publication of the announcement on the corporation’s electronic notice board.

Submission shall preferably be made electronically, but it may also be formalized through the general registry of the City Council or by any of the other means established in article 16.4 of Law 39/2015, of October 1, on the common administrative procedure of public administrations. The City Council shall notify the College of Secretaries, Auditors and Treasurers of Local Administration of Catalonia (CSITAL) so that it may publicize it on its website during the same five-day period.

Suitability report and means of appeal

Once the application period has ended, a suitability report will be issued for each applicant, which will primarily take into account experience in positions similar or identical to the one called, studies and specific training related to the functions, and other curricular aspects. An interview may be held if deemed appropriate to verify the professional profile of the candidates.

The report will include a reasoned proposal in favor of one of the candidates, which will be submitted to the Mayor’s Office to fill the position through the service commission system. An optional appeal for reversal may be filed against the bases and the call within one month before the presiding mayor, or an administrative contentious appeal before the Administrative Contentious Court of Girona within two months, both counted from the day following the publication of the announcement.

The call is relevant for civil servants with national qualification seeking a destination in Alt Empordà and, at the same time, for the citizens of Port de la Selva, since the Secretariat is an essential piece for the ordinary functioning of the council and for the legal certainty of its decisions.
