The Plenary renews the Governing Council of the Tax Agency of Seville

The Seville City Council Plenary, in a session held on September 17, 2026, approved the renewal of the Governing Council of the Seville Tax Agency, with the appointment of new members proposed by the Popular Group, the VOX Municipal Group, the PSOE, and Con Podemos-Izquierda Unida. The agreement is published in the Official Gazette of the Province of Seville No. 185, of Wednesday, September 23, 2026, pages 49 and 50, with the official reference CVE: BOP-SE-2026-185013.

The file, processed under number 91.1/2023 by the General Coordination of the Mayor’s Office and the Mayor’s Office Service, contains the literal text of the proposal approved by the Plenary. The document is signed by the Head of the Mayor’s Office Service, Fátima Feu Viegas, on September 21, 2026, and its second agreement expressly orders the publication of the agreement in the Official Gazette of the Province of Seville for general knowledge.

The approved appointments

The Plenary agreed on two specific appointments of full members, both with their corresponding alternates:

• VOX: Gonzalo Mª García de Polavieja Ferre as full member and Fernando Rodríguez Galisteo as alternate.
• PP: Fernando Mañes Izquierdo as full member, replacing Minerva Salas López, and Amidea Navarro Rivas as alternate.

The replacement of Minerva Salas López is the only nominal change recorded in the agreement, while the rest of the composition is detailed with the new integration of the body.

Composition of the Governing Council

The agreement establishes the Governing Council of the Seville Tax Agency with the following integration:

• Presidency (by statutory provision): the Mayor of Seville, José Luis Sanz Ruiz.
• Vice Presidency (by statutory provision): Juan Francisco Bueno Navarro, Deputy Mayor for Finance, Administration, and Digital Transformation, and as alternate, in his capacity as member, Álvaro Jesús Pimentel Siles.
• Members for the PP: Álvaro Jesús Pimentel Siles (alternate, Carmen María Tena Aguilar); Fernando Mañes Izquierdo (alternate, Amidea Navarro Rivas); José Luis García Martín (alternate, Ignacio Manuel Flores Berenguer); and Juan de la Rosa Bonsón (alternate, Manuel María Alés del Pueyo).
• Members for the PSOE: Mª Sonia Gaya Sánchez (alternate, Pedro Ignacio González Fernández); Mª del Carmen Fuentes Medrano (alternate, Juan Carlos Cabrera Valera); and Natalia Buzón García (alternate, José Luis David Guevara García).
• Member for VOX: Gonzalo Mª García de Polavieja Ferre (alternate, Fernando Rodríguez Galisteo).
• Member for Con Podemos-Izquierda Unida: Ismael Sánchez Castillo (alternate, Susana Hornillo Mellado).

A body with representation from all groups

The new composition maintains the balance between the four municipal groups with representation in the Plenary, with four members from the PP, three from the PSOE, and one from each of the two remaining formations, VOX and Con Podemos-Izquierda Unida. The Presidency and Vice-Presidency fall, by statutory provision, to the Mayor and the Deputy Mayor Delegated for Finance, which links the management of the municipal tax agency to the leadership of the local government.

The Governing Council is the superior governing body of the Seville Tax Agency, responsible for municipal tax and collection management; therefore, the renewal of its members determines the correlation of political forces in the supervision of the City Council’s fiscal policy.
