The Plenary of Zafra approves the free transfer of a plot to Down Zafra.

The Plenary of the Zafra City Council has initially approved the file for the free transfer to the Down Zafra association of a municipal heritage asset: the H3.1 plot, of 2,503 square meters. The decision has been made public through Notice 3196/2026, inserted in Official Gazette of the Province of Badajoz number 153, of 12 August 2026, which opens a public information procedure so that any interested party may examine the file and submit allegations.
The agreement originates from the municipal Plenary and is processed as a free transfer of an asset of a heritage nature, that is, land of municipal ownership not assigned to a public use or service. The action is based on article 83 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, in relation with article 110.1.f of the Regulations on Assets of Local Entities, approved by Royal Decree 1372/1986, of 13 June, the regulation invoked by the notice for the processing of the free transfer.
The plot subject to the transfer
The property intended to be transferred is the H3.1 plot, located in block H3 of the RC-1 partial plan of Zafra, with an area of 2,503 square meters. According to the notice, its boundaries are as follows:
- North: Enrique Cook street.
- South: blocks H2 and H4.
- East: the rest of block H3.
- West: block H2, of the Down Zafra Association.
The plot borders to the west with block H2, which the notice itself attributes to the Down Zafra Association, so the transferred land would be adjacent to the entity’s own land.
Public information procedure
In accordance with article 83 of Law 39/2015, the file is subject to public information for a period of twenty business days, counted from the day following the publication of the notice in the BOP of Badajoz. During this period:
- Any natural or legal person may examine the file.
- Those who consider themselves interested parties may appear and submit the allegations, suggestions or claims they deem appropriate.
The file will be available to interested parties on the City Council’s electronic headquarters (zafra.sedelectronica.es) and on its transparency portal.
Body and signature
The agreement corresponds to the Plenary of the Zafra City Council and the notice appears signed by the mayor, Juan Carlos Fernández Calderón, via digital signature. With the initial approval, the procedure is set in motion, which must complete the subsequent steps until the final approval of the transfer.
Impact for the entity
The free transfer of a plot of more than 2,500 square meters represents direct support from the Zafra City Council to the activity of Down Zafra in the town. As it is a heritage asset transferred without consideration, the entity will be able to allocate to its social purposes the resources it would otherwise have needed to acquire or lease land, and the contiguity with the plot it already occupies reinforces the value of the operation in consolidating collaboration between the local administration and the city’s associative fabric.
