The Ávila Plenary takes office and approves the Tourism Plan

The Plenary of the Most Excellent Provincial Council of Ávila, meeting in an ordinary session on August 3, 2026, processed the swearing-in of Ms. Carolina Muñoz Zapata as a provincial deputy of the PSOE group, approved the increase in remuneration for all public employees of the institution, and gave initial green light to the draft of the Strategic Tourism Plan for the province of Ávila 2026-2031. The agreements, adopted under the presidency of Carlos García González, are published in the Official Gazette of the Province of Ávila number 169, dated September 2, 2026, via an announcement from the General Secretariat (number 1741/26).

The session, of an ordinary nature, opened with the approval of the minutes of the previous session (minutes no. 8/26, dated June 29, 2026) and was structured into a resolution part and a control activity block. Among the management matters, the rectification of the Inventory of Assets and Rights of the Council as of December 31, 2025, and the final approval of the modification of the fiscal ordinance regulating the fee for the services of the O.A.R. regarding municipal taxes and other public law revenues stand out.

Swearing-in and Remuneration

The Plenary proceeded with the act of swearing-in Ms. Carolina Muñoz Zapata, of the PSOE group, as a provincial deputy, thereby joining the provincial Corporation. In the same personnel block, the increase in basic and complementary remuneration for all public employees of the Council and its dependent entities was approved:

  • The Most Excellent Provincial Council of Ávila and its autonomous bodies (O.A.R. and Santa Teresa Cultural Foundation).
  • The commercial company Naturávila S.A.
  • The Provincial Consortia.

Strategic Tourism Plan 2026-2031

The Plenary initially approved the draft of the Strategic Tourism Plan for the province of Ávila 2026-2031, a document that will establish the tourism development lines of the province for the next five-year period. The initial approval opens the processing phase of the plan, which must complete the public information and appeals procedures before its final approval.

Budgetary Management and Control Activity

Regarding economic matters, the file for Extraordinary Credit 4-2026 for the modification of the General Budget of the Corporation for the 2026 fiscal year was initially approved, as well as the technical project for the Conservation of Provincial Roads Zone I and the estimation of requests from the Provincial Cooperation Plan for the maintenance of services under municipal jurisdiction in 2026.

In the control block, the Plenary approved an institutional declaration regarding the Burgohondo fire, declared on July 22, and another of support and solidarity with the Venezuelan people following the earthquakes of June 24, 2026. Notice was also given of the appointment of Mr. Carlos Montesino Garro as a member of the Governing Board and spokesperson for the PSOE group, with exclusive dedication, and of the motion by the Por Ávila municipal group to urge the removal of tolls on the AP-6 and AP-51.

The agreements, signed in Ávila on August 24, 2026, by President Carlos García González, consolidate the renewal of the provincial Corporation and lay the foundations for the Provincial Council’s tourism and remuneration policy for the coming years, with a direct impact on public employees and the province’s positioning as a destination.
