El Pleno de la Diputación aprueba obras y trece modificaciones de crédito

The Plenary Session of the Corporation of the Provincial Council of Cáceres, in an ordinary session held on October 29, 2026, approved the modification of the 2026 Extraordinary Works Plan, the extraordinary investment program for local entities, and thirteen budget modification files, in addition to suspending three sanctioning proceedings in Casar de Palomero due to criminal prejudice and ordering the restoration of urban legality in Valdehúncar. The agreements are published as an extract in the Official Gazette of the Province of Cáceres number 0211, dated Wednesday, November 4, 2026, Section I - Local Administration, with official reference BOP-2026-5131. The announcement was signed in Cáceres on October 30, 2026, by Álvaro Casas Avilés, General Secretariat of the provincial corporation.

The Plenary is the highest representative body of the Council, and its agreements regarding provincial plans, budgets, and urban discipline directly affect the municipalities of the province. The session began with the approval of the minutes of the ordinary plenary session of September 24, 2026, and concluded with a monitoring section on presidential resolutions, without the published extract detailing the economic amounts per file.

Works and investments in the municipalities

The plenary gave the green light to the modification of the 2026 Extraordinary Works Plan, identified by code 2026/121, and to the development of the Extraordinary Investment Program for local entities through singularized works.

  • 2026 Extraordinary Works Plan (2026/121): modification approved.
  • Extraordinary investment program (2026/043): singularized works in municipalities of the province to address specific situations not included in the provincial plans.
  • New regulatory agreement for public prices for river tourist routes on the vessels “Balcón del Tajo” and “Tierras de Granadilla”.
  • Acceptance of the adhesion and delegation regarding urban discipline carried out by several city councils in favor of the Provincial Council of Cáceres.

Thirteen credit modifications

The economic chapter concentrates the bulk of the agreements: thirteen provincial budget modification files, numbered from 116/2026 to 130/2026, featuring extraordinary credits, credit supplements, and multi-year expenditure commitments.

  • 116/2026: nominative grants for sporting activities of non-profit and private entities.
  • 119/2026: IT equipment and licenses and contribution to the agreement with Red.es for technological solutions.
  • 120/2026: refinancing of works entrusted in Valdastillas under the Plan Activa 2021-22.
  • 121/2026: budgetary adjustment of actions from the Integrated Action Plans (PAI) of the south, northwest, northeast, east, and Trasierra-Tierras de Granadilla zones.
  • 122/2026: nominative grant from the Sustainable Development and Tourism Area.
  • 123/2026: agreement with the Provincial Council of Badajoz for works on road sections at provincial borders.
  • 124/2026 and 125/2026: nominative grants for sporting activities and for social policy.
  • 126/2026: contribution to the Gran Teatro Consortium and grant for the Womad Festival 2026.
  • 127/2026: productivity of the Mobile Park staff and extraordinary services for Infrastructure and for Culture and Sports.
  • 128/2026 and 129/2026: nominative grants to local entities for investments and works, and for current expenses.
  • 130/2026: grants to local entities, staff of associations of municipalities for urban planning, call for energy communities, and works for the new “El Cuartillo” shooting range.

In the personnel section, three compatibility files were approved: two with the public sector, corresponding to L.F.B. and M.V.S.R., and one with the private sector, in the name of V.M.D.

Criminal suspensions and urban planning discipline

The plenary approved the suspension of the sanctioning procedure due to criminal prejudiciality in Casar de Palomero in three files with references 001/S, 002/S, and 004/S. The decision halts the administrative processing while the criminal case is being handled, so that the City Council does not resolve the file until there is a judicial ruling.

Regarding urban planning, the urban planning discipline file for the adoption of measures to restore the altered physical reality in Valdehúncar was approved, processed as file 001/R. This is the route that allows the administration to act against works carried out without a license or contrary to the planning.

Auditing of presidential resolutions

In the auditing part, the plenary took note of the presidential resolutions adopted in April, July, and August 2026 —one in each month— which reached the General Affairs office after the call for the corresponding plenary, as well as the presidential resolutions of September 2026.

The agreement has a direct impact on the province’s town councils: it establishes the framework for the works to be financed by the Provincial Council, enables spending on sports, social policy, tourism, and technology, and clarifies the corporation’s criteria regarding sanctioning proceedings conditioned by criminal processes. For those affected in Casar de Palomero and Valdehúncar, the extract published in the Official Gazette of the Province of Cáceres is the official reference for agreements that arrive without detailed amounts and which must be completed with the documentation of each file.
