The corporate Plenary of the Provincial Council of Ávila approved, in an ordinary session on September 29, 2026, an extraordinary credit and a credit supplement to modify the 2026 General Budget, along with changes to the regulatory bases of two provincial investment plans and several urgent motions. The announcement of the agreements is published in the Official Gazette of the Province of Ávila No. 202, dated October 19, 2026, under number 2043/26, and bears the signature of the president, Carlos García González, dated October 8, 2026.
The issuing body is the General Secretariat of the Provincial Council of Ávila, which reports on the resolutive part and the control activity of the session. The session began with the approval of the previous minutes, minutes 9/26 (ordinary) of August 3, 2026, and proceeded with twenty points including resolutions, motions, and reports. The announcement does not detail the amounts or quantities of the approved budget modifications.
Budget modification and recognition of credits
The Plenary gave the green light to three economic files that alter the provincial accounts for the current fiscal year:
- Initial approval of file Extraordinary Credit 5-2026, for the modification of the Corporation’s General Budget for the 2026 fiscal year.
- Initial approval of file Credit Supplement 3-2026, for the modification of the Corporation’s General Budget for the 2026 fiscal year.
- Approval of the Extrajudicial Recognition of Credits No. 4-2026.
Both credit modifications are approved initially, meaning the plenary agreement opens the procedure provided for in local treasury regulations for this type of file before its definitive entry into force.
New bases for provincial plans
The Plenary also modified the regulatory framework of the two instruments through which the Council channels investments toward the province’s city councils:
- Modification of the regulatory bases of the Extraordinary Investment Plan of the Provincial Council of Ávila for the year 2025.
- Modification of the regulatory bases of the Provincial Plan for Cooperation in Municipal Competence Works of the Provincial Council of Ávila in 2026.
Regarding public works, the technical project “Conservation of Provincial Roads Zone I” was definitively approved. Additionally, the temporary assignment of the functions and tasks of the position of Director-Manager of the autonomous body Santa Teresa Cultural Foundation was approved.
Motions on Ceuta, cereal, and the digital divide
The political part of the session was resolved with six urgent motions, four approved by majority and two rejected:
- Motion approved by the VOX Group for the defense of national sovereignty and the territorial integrity of Spain against Morocco’s claims over Ceuta, Melilla, and other places of Spanish sovereignty in North Africa.
- Motion approved by the PP Group in defense of the Spanish sovereignty of Ceuta and Melilla, to demand extraordinary measures from the Government of Spain in response to the events occurred in Ceuta.
- Motion approved by the PP Group for the adoption of support measures for the cereal sector (2026-E-RC-5937, dated September 3, 2026).
- Motion approved by the XAV Group to urge the Government of Spain to take the necessary measures to end the digital divide in the rural areas of the province of Ávila (2026-E-RE-11353, dated September 22, 2026).
- Motion rejected from the PSOE Group to promote forest prevention and management throughout the year, the recovery of areas affected by fires, and the creation of mosaic landscapes.
- Motion rejected from the PSOE Group to promote adherence to the State Pact against the climate emergency in Spain.
Control and institutional declarations
In the control activity section, the Plenary approved an institutional declaration of support for the demands of road maintenance workers regarding the improvement of safety on the N-502 as it passes through the Puerto del Pico. Likewise, the following matters remained on the table:
- The proposal from the spokesperson of the PSOE Group (2025-E-RC-6411, dated September 21, 2026) to modify the members of that group in collegiate bodies.
- The audit report on the temporary employment stabilization procedures of local entities (II), approved by the Plenary of the Court of Accounts of Castilla y León.
- The institutional declaration of the Plenary of the Casillas City Council dated August 17, 2026, regarding forest fires.
- The resolutions of the Presidency and the delegated Area deputies issued between June 1 and July 31, 2026.
- The list of victims of gender-based violence for the period between July 20 and September 22, 2026.
The agreements directly affect the 248 municipalities of the province, as credit modifications and the new bases of the provincial plans condition the contributions that city councils receive for works and services. Publication in the Official Gazette of the Province of Ávila opens the public exhibition period for the economic files and gives official validity to the approved motions.
