The Plenary of Ceuta approves the Environmental Education Strategy 2030

The Plenary of the Assembly of the City of Ceuta approved on 3 June, in an ordinary resolutive session, the Strategy of the Autonomous City of Ceuta for Environmental Education for Sustainability 2030, the decision with the greatest environmental significance on an agenda full of cross-cutting agreements. The extract of the agreements adopted that day has been published in the Official Gazette of the City of Ceuta (BOCCE) number 6,643, of 14 August 2026, within the section of general provisions.

The document appears as agreement number 585 and occupies page 3167 of the gazette. It is made public in compliance with articles 39.3 and 44.4 of the Regulations of the Assembly of the Autonomous City of Ceuta, which order the dissemination of plenary agreements on the notice board and in the official gazette. It is signed by the Secretary General, María Dolores Pastilla Gómez, dated 21 July 2026, and the President of the City, Juan Jesús Vivas Lara, the following day.

An environmental roadmap to 2030

With its definitive approval, the Strategy for Environmental Education for Sustainability 2030 becomes incorporated into the City’s planning as an environmental policy instrument for the next decade. The Plenary agreement grants definitive status to a document whose implementation horizon extends to 2030 and which becomes part of the City’s regulatory and planning framework in this area.

Culture, entrepreneurship and transparency

In addition to the environmental strategy, the 3 June session gave the green light to three citizen-focused initiatives:

  • Create a Festival of the Four Cultures, a new cultural event with which the City aims to structure its diversity.
  • Approve a Social Entrepreneurship Plan in the City, aimed at boosting the local social economy.
  • Create a Real-time budget execution portal, accessible from the City’s institutional website, which will bring public spending oversight closer to citizens.

The rest of the agenda

The extract also includes six other agreements of the Plenary:

  • Approve the video-record and its extract of the ordinary oversight plenary session held on 8 April 2026.
  • Approve interpretative criterion no. 3 for its application to plots located on urban land under Zonal Ordinance 1, Grade 3.
  • Approve interpretative criterion no. 4 of the Consolidated Text of the urban planning regulations of the PGOU, approved by the Plenary on 28 December 2023.
  • Award the Medal of Merit of the Local Police of Ceuta to officer Juan Carlos González Salas.
  • Urge the Ministry of Finance to study and promote the necessary regulatory amendments to implement a deduction in the IRPF.
  • Adopt the necessary measures to enable summer camps in the City adapted to minors with special needs.

The approved decisions directly affect the lives of the people of Ceuta: from the environment to culture, from social employment to taxation and spending transparency. The extract recalls that the audiovisual records of the session can be consulted on the website videoacta.ceuta.es, in compliance with the agreement of the Governing Council of 21 May 2021.
