The Plenary of the Council of Guarantees elects Larios Paterna as vice president
Por FactBox Admin

The Plenary of the Statutory Guarantees Council elected counselor Maria Jesús Larios Paterna as vice-president of the advisory body on October 15, 2026. The election was adopted in an extraordinary session of the Plenary, and the interested party took office in the ordinary session held on the same date. The appointment is made public by the Resolution of October 20, 2026, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9779, dated October 23, 2026, with the reference CVE-DOGC-A-26293065-2026.
The Statutory Guarantees Council is the advisory body of the Generalitat de Catalunya that rules on the constitutionality and adequacy of norms with the force of law and the bills and legislative proposals approved by the Parliament in relation to the Statute of Autonomy. Its composition and functioning are regulated by Law 2/2009, of February 12, the regulation which the resolution expressly invokes as the basis for the election.
The resolution is dated Barcelona, October 20, 2026, and is signed by the president of the body, Enoch Albertí i Rovira. The text is published in the Appointments and Personnel section of the bulletin, for the sole purpose of making public a decision that the Plenary had already adopted five days prior.
An election based on Law 2/2009
The appointment is based on article 8.1 of Law 2/2009, of February 12, of the Statutory Guarantees Council, which assigns the designation of the body’s vice-presidency to the Plenary. The resolution does not detail the result of the vote nor the number of participating counselors, but rather limits itself to confirming the election and the taking of office.
The text notes that Larios Paterna was already a counselor of the Statutory Guarantees Council before being elected vice-president: the resolution identifies her as “the counselor Ms. Maria Jesús Larios Paterna”. The vice-presidency therefore falls to a person who was already part of the body and who now assumes the functions of the second internal authority.
Recent renewals in the advisory body
The election of the vice-presidency comes after a period of changes in the composition of the Statutory Guarantees Council during 2026. The last movement documented in the bulletin is the appointment of a member by the Government:
- Decree 143/2026, of July 31, appointing a member of the Statutory Guarantees Council.
- Person designated: Francesc Xavier Padrós Castillon, proposed by the Government of the Generalitat de Catalunya.
- Government agreement of July 28, 2026, which prompted the designation.
- Publication in DOGC no. 9722, of August 4, 2026, reference CVE-DOGC-A-26215003-2026.
- Signature of the Decree by the president of the Generalitat, Salvador Illa i Roca.
This Decree is framed within Article 77 of the Statute of Autonomy of Catalonia and Article 3 and the third transitional provision of Law 2/2009. The partial renewal of members and the election of internal positions are thus part of the same reorganization cycle of the body.
Publication and scope of the decision
Publication in the DOGC has the effect of official publicity and allows for the precise dating of all steps of the procedure:
- Election by the Plenary in an extraordinary session: October 15, 2026.
- Assumption of office: ordinary session of the Plenary on October 15, 2026.
- Date of the Resolution: October 20, 2026.
- Publication: DOGC no. 9779, of October 23, 2026, Positions and Personnel section, p. 1.
- Official reference: CVE-DOGC-A-26293065-2026.
The text does not include any information regarding the term of the new vice-president nor regarding possible substitutions in other positions of the body, so the published information is strictly limited to the election and the assumption of office.
The appointment of Maria Jesús Larios Paterna as vice-president of the Council of Statutory Guarantees completes the leadership of a body that issues mandatory opinions on the legality and statutory fit of Catalan norms. For readers, the relevant data is that the second authority of the Council is defined before the next opinions on bill projects reach the Plenary, and that the appointment is formalized with a verifiable official reference in the bulletin.
