El Plan Nacional sobre Drogas subasta 26 inmuebles decomisados en Madrid

The Government Delegation for the National Plan on Drugs has announced the sale via administrative in-person public auction of 26 lots of real estate assets seized due to illicit drug trafficking. The resolution, signed on October 13, 2026, by the Deputy Director General of Management, María del Carmen Sanz Iribarren, is published in the Official State Gazette (Boletín Oficial del Estado) number 257, dated October 16, 2026, section V-B, page 54764, with the official reference BOE-B-2026-33648. The bidding will take place on November 19, 2026, at the Auditorium of the Fábrica Nacional de Moneda y Timbre – Real Casa de la Moneda, in Madrid.

The operation is executed by virtue of the agreement signed between the Government Delegation for the National Plan on Drugs and the Sociedad Mercantil Estatal de Gestión Inmobiliaria de Patrimonio, M.P., S.A. (SEGIPSA), the company responsible for the material organization of the procedure.

The announcement is supported by Law 17/2003, of May 29, regulating the Fund for assets seized due to illicit drug trafficking and other related crimes, and its implementing Regulations, specifically Article 17 of Royal Decree 864/1997, of June 6. Furthermore, the heritage regulations for public administrations are applied: Article 137.2 of Law 33/2003 and Article 93 of its Regulations.

This is not an isolated call. The Government Delegation for the National Plan on Drugs has been holding annual auctions of these types of assets: in October 2017, twenty lots were announced; in October 2023, there were twelve lots; and in November 2024, they rose to twenty-two. The figure of 26 lots for 2026 is the highest among the recent calls located in the gazette.

Three phases and a closed calendar

The procedure takes place over three consecutive days, with a calendar established in the resolution itself:

  • Phase 1 – Documentary accreditation: November 18, 2026, from 09:00 to 13:30 hours. Bidders are accredited, bonds are established, and the documentation required in the specifications is submitted.
  • Phase 2 – Delivery of bidding paddles: November 19, 2026, from 08:30 to 09:30 hours. The bidding paddle corresponding to the accreditation validated the previous day is delivered.
  • Phase 3 – Auction: November 19, 2026, starting at 10:00 hours. Bidding begins with lot number 1 and concludes with lot number 26.

The venue is the Auditorium of the Fábrica Nacional de Moneda y Timbre – Real Casa de la Moneda, with access via calle Doctor Esquerdo, number 36, Madrid.

Where to consult the specifications and bidding types

The Specifications (Pliego de Condiciones) of the auction include the detailed list of lots, the types of bidding, the required guarantees, and the rest of the procedural regulations. The document is published on two official portals:

  • The SEGIPSA web portal, in the section dedicated to the public auction of State properties in various provinces.
  • The Government Delegation for the PNSD page, within the section for the Confiscated Assets Fund and upcoming auctions.

The resolution incorporates the internal identifier A260043837-1 and the verifiable reference BOE-B-2026-33648, which allows the full announcement to be located on the official gazette’s electronic office.

Why it matters

The call is of interest to two different audiences. For investors, it opens the door to the acquisition of 26 properties under the conditions and bidding types published in the specifications, in an in-person procedure that requires prior accreditation and the posting of a bond. For citizens in general, the auction is the means by which the State reintegrates assets seized from drug trafficking networks into the legal circuit, in application of the Fund for assets confiscated from illicit drug trafficking and other related crimes, whose resources are allocated to prevention, assistance, and social integration programs for drug addicts.
