Por FactBox Admin

The President of the Tourism Board of the Autonomous City of Melilla has updated the composition of the organization’s Contracting Board through Order No. 0316, dated October 8, 2026, registered under number 2026000316 in the Official Book of Resolutions of the Department. The new board is chaired by Esther Azancot Canovas, Director General of Economic Activation, while Rosario de las Nieves Martínez Zamora assumes the Secretariat of the Board. The resolution is published in BOME number 6422, dated October 13, 2026, with the official reference BOME-A-2026-1156.
The Melilla Tourism Board is an autonomous body of the Autonomous City, endowed with a distinct public legal personality, its own assets and treasury, and management autonomy, attached to the Department competent in tourism matters. Its Statutes were definitively approved by Decree No. 1355, dated December 30, 2021, and published in BOME No. 5927, dated January 4, 2022. The resolution now published is issued in view of file 28800/2019 and by virtue of the powers attributed to the Presidency of the organization.
The update comes in the midst of an internal renewal process of the tourism entity. The previous Director-General, Javier Mateos de Porras, submitted his resignation on September 3, 2026, which was accepted by Resolution No. 0285, dated September 7, 2026, which appointed Juan Mario González Rojas as substitute. Weeks later, Resolution No. 0293, dated September 30, 2026, approved the call for the provision of the professional management position of Director-General of the Board.
New presidency and secretariat of the board
The Presidency of the Contracting Board falls to Esther Azancot Canovas, Director General of Economic Activation, with Gema Viñas del Castillo, a career civil servant, as substitute. The Secretariat of the Board is in the hands of Rosario de las Nieves Martínez Zamora, a public employee of the Autonomous City of Melilla, or the person who replaces her.
Both positions are decisive for the functioning of the collegiate body, responsible for processing and awarding contracts for the organization in charge of the city’s tourism promotion.
The members who integrate the body
The board is constituted with the following members:
- Gema Viñas del Castillo, Technical Secretariat of Economy, Trade, Technological Innovation, and Tourism.
- Teresa María Merino Martínez, Tourism Technician.
- The Director-General of the Tourism Board.
- The head of the Secretariat of the Board or the person who replaces them.
- The head of the Comptroller’s Office of the C.A.M. or the person who replaces them.
The composition combines technical profiles from the Ministry of Economy, Trade, Technological Innovation and Tourism with representatives from the management, secretariat, and auditing office of the autonomous body itself.
Deadlines and means of appeal
In accordance with Article 20.2 of the current Statutes of the Tourism Board, this resolution exhausts the administrative route. An optional motion for reconsideration may be filed before the same body that issued it within one month, or it may be challenged directly before the contentious-administrative jurisdictional order, as provided for in Article 123 of the LPAC.
The document appears signed in Melilla on October 8, 2026, by Diego Giner Gutiérrez, Acting Secretary General of the Assembly, by virtue of Decree No. 23, of February 13, 2025 (Extraordinary BOME No. 9, of February 14, 2025).
The renewal of the contracting board directly affects the capacity of the Tourism Board to tender and award tourism promotion contracts for Melilla, an area with an impact on local economic activity. With the new presidency and secretariat already designated, the body has a fully constituted collegiate body while the definitive appointment of its Management-Directorate is resolved.
