Por FactBox Admin

The president of the Provincial Tourism Board of the Provincial Council of Castellón has assumed the competence to resolve the granting of subsidies for gastronomic events and has approved the final redistribution of the 170,000 euros from the call, concentrating all the credit in the line destined for city councils. The decision is adopted through decree no. 2026-0291, dated August 18, 2026, and is published in the Official Gazette of the Province of Castellón, number 101, dated August 22, 2026, with reference 03767-2026-U and file 5/2026.
The measure responds to the need to expedite the granting of aid during the peak tourist season, which in the province covers the months of July, August, and September. The strategic objective of the guidelines is the “carrying out of whatever acts are deemed appropriate aimed at attracting tourism,” therefore it is considered a priority to resolve the procedure as quickly as possible.
Assumption of Competencies
The president assumes the exercise of the competence that was delegated to the Permanent Commission through Presidency decree number 2023-0142, dated September 12, 2023, regarding the granting and denial of subsidies. The assumption is supported by Article 10 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and Article 116 of the Regulation on the Organization, Operation, and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28.
The procedure began with the guidelines approved in the ordinary session of the Permanent Commission on April 14, 2026, published in BOP no. 46 on April 16, 2026, and with the summary of the call published in BOP no. 49 on April 23, 2026. The Evaluation Commission met on July 24, 2026, and the appeals process concluded without any being submitted.
Redistribution of Credit
The call, granted through competitive bidding, had a global budget of 170,000 euros initially distributed between two budgetary applications. Since the Minor Local Entity did not submit an application, the final redistribution has been carried out:
- 43200 4620013 “Subsidies for City Councils for the organization of Gastronomic Events CRS” (accounting document ARC 871): increases from 160,000 to 170,000 euros.
- 43200 4681014 “Subsidies for minor local entities for the organization of gastronomic events CRS” (accounting document ARC 872): its expenditure authorization of 10,000 euros is canceled and remains at 0 euros.
The alteration is supported by the seventh guideline of the call, which gives an estimated character to the distribution of the maximum amount, and by Article 58.4 of the Regulation of the General Law on Subsidies, therefore it does not require a new call or the opening of a period for submitting applications.
Publication and resources
The resolution is published in the Official Gazette of the Province and in the National Grants Database, effective from the date of its signature, and it shall be reported to the Plenary Council. No administrative appeal may be filed against the resolution of avocación, although an optional appeal for reversal may be filed against the future granting resolution within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Castellón within two months. The document was signed in Castellón on August 20, 2026, by the Secretary General, Manuel Pesudo Esteve.
The concentration of all credit in the city council line ensures that the 170,000 euros are allocated entirely to financing municipal gastronomic events, a key instrument for the tourism promotion of the province during the months of highest visitor influx.
