The 44 MW Turkana wind farm is open for public consultation in Soria

The Regional Government of Castilla y León, through the Territorial Service of Industry, Commerce, and Economy of Soria, has opened for public consultation the request for declaration and recognition, specifically, of public utility of the “Turkana” Wind Farm, with a capacity of 44 MW, in the municipal districts of Nepas, Escobosa de Almazán, Nolay, and Borjabad (Soria). The announcement is published in the Official Gazette of the Province of Soria, number 106, dated September 11, 2026, pages 3142 to 3146, with reference BOPSO-106-11092026.
The installation is owned by the company Turkana Energy, S.L.U., which had already obtained the prior administrative and construction authorization via Resolution of December 11, 2024, from the aforementioned Territorial Service, published in the BOCYL on February 14, 2025. The request for public utility was received on March 10, 2025 and, following successive requests and corrections, is now subject to the allegations process.
Regulatory Framework and Technical Characteristics
The procedure is processed in accordance with Decree 46/2022, of November 24, which regulates the administrative authorization procedures for electrical installations in Castilla y León, Title VII of Royal Decree 1955/2000, of December 1, and Law 24/2013 of the Electricity Sector. The purpose of the installation is the production of electrical energy.
- Total capacity: 44 MW, according to article 3 of Royal Decree 413/2014.
- Wind turbines: 10 units, model SG 170 or similar, with a unit capacity of 4.4 MW.
- Dimensions: hub height of 115 m and rotor diameter of 170 m.
- Electrical grid: underground medium voltage at 30 kV connecting to the HAZAPIERNA Transformer Substation.
- Auxiliary equipment: one meteorological measurement tower.
Land Occupation and Affected Parties
The declaration of public utility will implicitly entail, in any case, the need for the occupation of assets and the acquisition of the affected rights listed in the annex of the announcement, and will imply urgent occupation for the purposes of article 52 of the Compulsory Expropriation Law. The list of affected parties is detailed in the annex of the document, which includes owners and rights holders from the four Soria municipalities.
The competent body to resolve is the Territorial Service of Industry, Commerce, and Economy of the Regional Government of Castilla y León in Soria.
Period for Allegations and Project Consultation
Persons who consider their rights to be affected may examine the draft and submit allegations and the appropriate data to rectify possible errors in the list, within a period of thirty days starting from the day following the publication of the announcement. The publication is likewise carried out for the purposes provided for in Article 42 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The draft may be consulted on business days from 9 a.m. to 2 p.m. at the Territorial Service of Industry, Trade and Economy of Soria, at calle Campo 5, 4th floor, as well as on the website of the Junta de Castilla y León, in the Energy and Mines section. The announcement was signed in Soria on September 2, 2026, by the Head of the Territorial Service, Manuel López Represa.
The processing represents a decisive step for a wind project that directly affects owners and residents of four municipalities in the province, who now have one month to review the list of affected assets and rights and submit allegations before the Junta resolves on a declaration that, if successful, would enable the urgent occupation of the land.
