El Papiol puts three residential plots on Carrer del Pi out to tender

The Papiol City Council has approved the tender file to alienate, through a public competition, three municipal-owned plots with residential use typology located at Carrer del Pi, numbers 6, 8, and 10. The agreement, adopted by the Municipal Plenary on July 16, 2026 (agreement no. 0905P26), is published in the Official Gazette of the Province of Barcelona on September 9, 2026, with the official reference CVE 202610138097.
The operation is part of file E: 2025_3090, initiated by Mayoral Decree no. 0737D24 of November 6, 2024, and is processed as a special administrative contract with an open procedure and publicity modality. The competence to approve it corresponds to the Mayor’s Office, as the amount of the operation (€479,085.56) does not exceed 10% of the ordinary resources of the municipal budget (€664,768.70).
Object and characteristics of the plots
The three properties, of which the City Council holds full ownership, have an approximate area of 400 m² each and are urbanistically classified with the key 20a/9u (detached single-family residential) according to the General Metropolitan Plan. The base tender budget is broken down by lots:
- Lot 1 — c/ del Pi, no. 6 (registry property 6906): €162,764.54
- Lot 2 — c/ del Pi, no. 8 (registry property 6907): €162,764.54
- Lot 3 — c/ del Pi, no. 10 (registry property 6908): €153,556.48
- Total: €479,085.56 (VAT not included)
The required provisional guarantee is 5% of the appraisal value of each lot, excluding VAT. No contractor classification is required.
Deadlines and submission of bids
Bids or requests for participation may be submitted until October 31, 2026, at 2:00 PM at the General Registry of the Papiol City Council or via administrative mail. Documentation and information can be obtained at the Department of General Secretariat (Av. Generalitat 7-9, 08754 El Papiol), on the municipal contractor profile, or on the electronic procurement platform of Catalonia (PECC). The opening of bids will take place at the City Hall.
Contracting Board and processing
The Contracting Board, which will be governed by Article 326 and the second Additional Provision of the LCSP, is constituted by:
- Titular President: Mr. Jordi Bou i Compte (Mayor)
- Substitute President: Ms. Anna Serra Garcia (Deputy Mayor)
- Titular Member 1: Mr. Alfons Díaz Rodríguez (Secretary-Comptroller)
- Titular Member 2: Ms. Tanit Guàrdia Sánchez (architect)
- Titular Member 2: Ms. Verónica Iriarte Almada (general administration technician)
- Titular Secretary: Ms. Sara Cabestany Negredo (processing manager)
The agreement was adopted with 5 votes in favor from the FEM Group, 4 abstentions from the SUMEM Group, and 1 abstention from the ERC Group. The procedure is subject to the incorporation of the asset transfer report issued by the Generalitat de Catalunya.
This divestment opens an opportunity for developers and private individuals interested in acquiring single-family residential land in a municipality of the Barcelona metropolitan area, through a transparent procedure open to public competition.
