The Aragonese Demographic Observatory renews its titular and substitute members

The Official Gazette of Aragon (number 160, of August 19, 2026) publishes Order VFL/1217/2026, of August 4, from the Department of Housing, Public Works, Logistics and Territorial Cohesion, which publicizes the Agreement of July 15, 2026, of the President of the Aragonese Observatory for Demographic and Population Dynamization, appointing the members, both titular and alternates, of the body. The resolution, signed in Zaragoza on August 4, bears the official reference BOA20260819002.

The Aragonese Observatory for Demographic and Population Dynamization is regulated by Decree 33/2025, of April 9, of the Government of Aragon, and Article 90 of Law 13/2023, of March 30 establishes it as the advisory body for the public administrations of the Autonomous Community to incorporate the demographic and population perspective into global, sectoral, and local policies. According to Article 7.1 of the Decree, the body includes members representing various entities, who are appointed by the co-presidency once designated by the entities they represent.

The renewal occurs following the change in the structure of the regional Administration published in the Official Gazette of Aragon, number 82, of May 4, 2026, in accordance with the Decree of May 3, 2026, of the President of the Government of Aragon, which modifies the organization of the Community and assigns competencies to the Departments.

Members from institutions and local entities

The Agreement designates representatives from the three provincial councils, the Regional Cooperation Council, the FAMCP, and the Aragonese Rural Development Network:

  • Provincial Councils — titulars: Eduardo Arilla Pablo (DPZ), José Luis Alvir Martínez (DPT), Jesús Eugenio Gericó Urieta (DPH); alternates: Luis Alfonso Castellano Lafuente, Antonio Abad Cebrián, Esther Castrejón Moreno.
  • Regional Cooperation Council — titular: Francisco Javier Lafuente Jiménez; alternate: Carmelo Pérez Díez.
  • FAMCP — titulars: José Ignacio Marcuello Casorrán, Yolanda Sevilla Salvador, Ángel Gracia Lucia, M.ª Rosario Gómez Puyoles; alternates: Joaquín Calleja Romero, José Miguel Celma Belmonte, Yolanda Salvador Corella, Ana Isabel Montejano Marquina.

The Observatory also incorporates the most representative business, trade union, and social economy organizations in Aragon:

The Agreement, which exhausts the administrative route, may be appealed for reversal within one month or before the Contentious-Administrative Chamber of the High Court of Justice of Aragón within two months. With this renewal, the Observatory becomes fully operational to advise Aragonese administrations in the fight against depopulation, a central demographic challenge for the territory.
