El OAR asume multas de tráfico y convivencia de cinco municipios pacenses

The Autonomous Body for Tax Collection and Management (OAR) of the Provincial Council of Badajoz has made public the list of municipalities that delegate or entrust to it the management of sanctioning procedures and the collection of fines, including matters of traffic and citizen coexistence. The list was accepted by the Governing Council of the OAR on September 22, 2026, and ratified by the Plenary of the Provincial Institution on September 30, 2026. It is disseminated in the Official Gazette of the Province of Badajoz No. 190, dated October 5, 2026, via Announcement 3863/2026.

The announcement is based on Article 7 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5; Article 8 of Royal Decree 939/2005, of July 29, which approves the General Collection Regulations; Article 11 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector; and Article 23 of Law 3/2019, of January 22, on the Guarantee of Municipal Autonomy of Extremadura.

The document details, entity by entity, the delegated powers—cadastral, census, and tax management, assessment, inspection, voluntary and executive collection, tax sanctioning, and administrative review—and the agreed revocations. In total, five city councils in the province appear on the list.

Traffic and citizen coexistence

  • City Council of Fuenlabrada de los Montes: renews the entrustment to the Provincial Council of Badajoz, through the OAR, of the management of sanctioning procedures regarding traffic, delegates the collection management of the resulting fines and sanctions, and authorizes the signing of the regulatory agreement.
  • City Council of Monesterio: entrusts the management of sanctioning procedures regarding security and citizen coexistence, delegates the collection management of the resulting fines and sanctions, and authorizes the signing of the regulatory agreement.

Both operations expand the catalog of public law revenues that the provincial body processes on behalf of the city councils, in a context where the collection of fines constitutes a relevant source of local financing.

Ratifications and revocations

Three city councils also authorize the signing of the general agreement approved in 2024 and order their status with the body:

  • City Council of Malpartida de la Serena: ratifies the previous delegations regarding the Real Estate Tax, the Tax on Economic Activities, the Mechanical Traction Vehicle Tax, the Tax on the Increase in Value of Urban Land, the fee for special use of the public domain in favor of supply operating companies (1.5% fee), the fee for the maintenance of rural roads, and various fines and sanctions; revokes the mobile telephony fee and the sanctions for urban planning infractions, coercive fines, and subsidiary executions.
  • City Council of Oliva de Mérida: ratifies the delegations regarding the Real Estate Tax, the Tax on Economic Activities, the Mechanical Traction Vehicle Tax, the Tax on Constructions, Installations and Works, the 1.5% fee, the urban solid waste collection fee, the permanent driveway fee, and various fines and sanctions; revokes the Tax on the Increase in Value of Urban Land, the mobile telephony fee, urban planning sanctions, and special contributions.
  • City Council of Pueblonuevo del Guadiana: ratifies the Real Estate Tax, the Tax on Economic Activities, the Mechanical Traction Vehicle Tax, the Tax on Constructions, Installations and Works, the 1.5% fee, the fee for the installation of stalls and huts, the permanent driveway, the fee for opening licenses, legal costs, and various fines and sanctions; revokes the Tax on the Increase in Value of Urban Land, the mobile telephony fee, the household waste fee, the fee for occupation of public roads, the fee for towing and hauling of vehicles, the leasing of urban property, and special contributions.

New powers and pending files

Pueblonuevo del Guadiana adds a new delegation to its agreement regarding the fee for granting urban planning licenses and the canon for municipal administrative concessions.

The announcement specifies that files currently being processed will be resolved by the OAR and that collection procedures already initiated will continue until the total extinction of the debt, whether by payment, declaration of insolvency, or extinction by prescription. The document incorporates the table of abbreviations used (GC, GCe, GT, LIQ, INSP, RVOL, REJ, SAN, and REV) and is signed by the manager of the organization, David de Barros Diestre.

The publication provides legal coverage and publicity to the assignments and revocations, so that the residents of these five municipalities will know that the OAR will process and collect their sanctioning files, including traffic and citizen coexistence fines, and that procedures already opened will follow their course until payment or extinction of the debt.
