The only successful candidate for IT Technician chooses their destination within ten business days

The General Directorate of Public Service of the Government of La Rioja has made public the final list of successful candidates and the list of vacancies to be chosen in the selective tests for the Body of Special Administration Facultative Assistants (IT Technician) F.32/21. The decision is formalized through Resolution 2456/2026, of September 17, published in the Official Gazette of La Rioja number 182, of Tuesday, September 22, 2026, in its section II, Authorities and Personnel. Selected individuals have a period of ten business days, counting from the day following the publication, to present the required documentation and request a destination.

Context: a call from the 2021 OEP

The process begins with Resolution 1911/2024, of September 20, from the Department of Finance, Public Governance, Digital Society and Government Spokesperson, which called for the selective tests and was published in the Official Gazette of La Rioja number 188, of September 26, 2024. The final list of successful candidates was formulated on May 8, 2026, by the Qualifying Tribunal, while the list of vacancies to be chosen was sent on August 13, 2026, in accordance with bases 8.3 and 10.1 of the call.

The resolution is issued using the powers conferred by article 17.d) of Decree 51/2023, of July 14, which establishes the organic structure and functions of the aforementioned department, in development of Law 3/2023, of March 3, on the organization of the Public Sector of the Autonomous Community of La Rioja.

A single successful candidate

Annex I of the resolution contains the final list of successful candidates, consisting of a single applicant:

• Iván Rueda Rodríguez, with DNI *8482, who obtained 11.58 points in the first exercise, 27.20 in the second, and 24 in the third, with a final grade of 62.78.

Ten business days and six documents

Successful candidates must present the following documentation within ten business days:

• Copy of the National Identity Document or Foreigner Identification Number.
• Copy of the Social Security System affiliation document, if applicable.
• Copy of the degree required in base 2.1.c) or the document proving payment of the issuance fees.
• Sworn statement or promise of not having been dismissed through disciplinary proceedings nor being disqualified from public employment or positions.
• Medical certificate issued by the occupational risk prevention service of the General Directorate of Public Service, at calle San Juan Pablo II, number 2, Logroño.
• Certification of disability and compatibility, in the case of those proving a degree equal to or greater than 33%.

The submission shall be carried out electronically through the website www.larioja.org/empleopublico, following the sequence ‘Oposiciones’, ‘Administración General’, ‘Procesos Selectivos OEP 2021’. Those who do not provide the documentation within the deadline, except in cases of force majeure, may not be appointed as career civil servants and their proceedings shall be annulled.

A single vacancy, in Logroño

Annex II details the list of vacancies to be chosen from, with only one position offered:

• Ayudante Facultativo (Technical Assistant), level 17, subgroup C1, specific supplement of 5,976.96 euros, based in Logroño.
• Assigned to the Dirección General de Urbanismo y Vivienda (General Directorate of Urban Planning and Housing), within area 09, Local Policy, Infrastructure and Fight against Depopulation.

The request for destination shall be formalized using the application form published at the same internet address, indicating in order of preference the vacancy to which the applicant wishes to be assigned, and shall be submitted along with the rest of the documentation. If the applicant is not awarded the requested destination or does not request any within the deadline, one of the available vacancies will be assigned to them.

Definitive destination and administrative appeal

The allocation of destination shall be carried out in accordance with article 1.2 of Decree 78/1991, of November 28, which regulates the filling of job positions for civil servants in the service of the Public Administration of the Autonomous Community of La Rioja. The assigned destination shall be definitive, equivalent for all purposes to that obtained through a competitive merit process.

Once the deadline for the submission of documents and the request for vacancies has passed, the Boletín Oficial de La Rioja (Official Gazette of La Rioja) will publish the appointment as career civil servants of those who have completed the procedures, indicating the assigned destination. The resolution does not end the administrative route: an administrative appeal (recurso de alzada) may be filed against it before the Consejería de Hacienda y Administración Pública (Department of Finance and Public Administration) within one month, in accordance with article 45 of Law 4/2005, of June 1, and articles 112.1, 121, and 122 of Law 39/2015, of October 1. The document is signed in Logroño on September 17, 2026, by the Director General of Public Service, Ángel Sáinz Yangüela.

Impact

The publication closes the selection phase of a process started in 2024 and starts the countdown for the effective incorporation of the sole successful candidate, who must formalize their destination at the Dirección General de Urbanismo y Vivienda in Logroño. The schedule is tight: any delay in the delivery of documentation or in the request for a vacancy nullifies the appointment and necessitates repeating the process to fill the position.
