The MVCS calls for works through taxes for urban mobility in Chumbivilcas

The Ministry of Housing, Construction and Sanitation (MVCS) has called upon private companies to finance and execute the improvement of the urban mobility service in the populated center of Uchucarco, district of Chamaca, province of Chumbivilcas, department of Cusco, for a referential amount of S/ 9,765,523.19 under the Works for Taxes mechanism. The call was published in the Official Gazette El Peruano on Thursday, November 5, 2026, with the code 005-2571586-1. Expressions of interest will be received until November 11, 2026.

The call corresponds to Selection Process No. 002-2026-MVCS-PMIB/OGA-OXI CHAMACA-UCHUCARCO, promoted by the Comprehensive Neighborhood Improvement Program of the MVCS, and is based on Law No. 29230, which promotes regional and local public investment with private sector participation, and its regulation approved by Supreme Decree No. 038-2026-EF. The investment is identified with CUI No. 2591553 and includes an execution period of 390 calendar days.

The objective is to select the private company responsible for the financing and execution of the investment, whose terms and conditions can be consulted on the institutional portals of PROINVERSIÓN and the MVCS. The special committee in charge of the process is composed of Julio César Galindo Capcha, Betty Helen Escurra Oblitas, and Jorge A. Limaylla Lunarejo.

Investment Amount and Breakdown

The referential amount of the agreement amounts to S/ 9,765,523.19 (nine million seven hundred sixty-five thousand five hundred twenty-three and 19/100 soles) and includes the following items:

• Preparation of the technical file: S/ 298,114.96
• Execution of the work: S/ 9,033,786.48
• Supervision of the execution of the work: S/ 379,419.03
• Liquidation of the work: S/ 54,202.72

The intervention covers avenues, streets, alleys, and passages of the populated center of Uchucarco, in the district of Chamaca, one of the eight districts of the province of Chumbivilcas.

Selection Process Schedule

The calendar established in the terms and conditions sets the following stages:

• Call for applications and publication of terms: November 5, 2026
• Submission of expressions of interest: November 6 to 11, 2026
• Inquiries and observations regarding the terms: November 6 to 11, 2026
• Resolution of inquiries and observations: November 12 to 17, 2026
• Integration of terms and publication on the institutional portal: November 18, 2026
• Submission of proposals (Envelopes No. 1, No. 2, and No. 3): November 23, 2026
• Evaluation of economic and technical proposals: November 24 to 27, 2026
• Results and awarding of the contract: November 30, 2026
• Consent to the award: December 1 to 14, 2026
• Submission of requirements to finalize the agreement: December 15 to 29, 2026
• Signing of the investment agreement: December 30, 2026, to January 6, 2027

How to participate

Expressions of interest and inquiries or observations regarding the terms must be submitted through the Virtual Filing Office (Mesa de Partes Virtual) of the Ministry of Housing, Construction, and Sanitation, with a copy to the email comite3cui2591553@viviendaext.pe, in a single PDF file. Submission via email only is not considered valid.

The submission of proposals will be in person before the special committee, in the Protocol Room (first floor) of the MVCS headquarters, located at República de Panamá Avenue 3650, San Isidro, Lima, starting at 10:00 a.m., with a tolerance of up to thirty minutes. Documents for signing the investment agreement are to be delivered physically to the filing office at the same headquarters.

This call is added to other calls of the mechanism in the region: on October 2, 2026, processes were published for the District Municipality of Chamaca for S/ 15,143,975.80 (CUI 2688698) and for the District Municipality of San Jerónimo for S/ 8,402,779.56. For interested companies, the deadline to express interest expires in six days, and the award will be determined before the end of the month.
