The MOP tenders the comprehensive study for the Industrial Bridge-Interport Route concession

The General Directorate of Public Works Concessions, under the Undersecretariat of Public Works of the Ministry of Public Works (MOP), has opened a digital public tender to contract the “Comprehensive Study for the Industrial Bridge - Interport Route Connection Concession”, with code BIP 29000135. The call was published in the Tenders section of the Official Gazette of the Republic of Chile (No. 44,533, Tuesday, August 25, 2026), under notice CVE 2857421, and is processed through the platform www.mercadopublico.cl.

The objective is to define the feasibility of tendering the route connecting the Industrial Bridge with the Interport Route, corresponding to the current sections of Avenida Costanera and Avenida Gran Bretaña, in the communes of Hualpén and Talcahuano, Biobío Region. This is an axis of approximately 6.5 km of dual carriageway with two lanes per direction that connects the ports of Coronel and Talcahuano, with high truck traffic and degraded service levels during peak hours.

Scope of the study

The study must evaluate the improvement of the layout geometry, the increase in vehicle capacity, and the implementation of pedestrian bridges, bus stops, service roads, containment barriers, and signage. To this end, baseline studies will be developed for Engineering, Demand and Social Evaluation, Expropriations, Territorial with Citizen Participation, Indigenous Affairs, Environmental, Operation and Maintenance Costs, and the Works Execution Program.

  • Official budget: up to $1,198,826,000 (one billion one hundred ninety-eight million eight hundred twenty-six thousand pesos), including expenses, taxes, profits, and VAT.
  • Financing: Sectoral Funds.
  • Execution period: 330 calendar days from the full processing of the Award Resolution.
  • Contract type: Lump Sum and Series of Unit Prices, with adjustment.
  • Identifiers: Code SAFI 422877 and Mercado Público ID 2216-21-O126.

Requirements and consortia

Only natural or legal persons, national or foreign, registered in the MOP Consultants Registry in the required areas and categories may participate: 4.9 Road Works (Urban and Rural) in First Superior category, and 1.3 Transport Systems or 3.6 Traffic Engineering, both in First Superior.

The participation of consortia is accepted, provided that each member is registered in the Consultants Registry and meets the requirements of the Terms of Reference. Members may not apply individually or as part of another consortium, and in the event of an award, they must form a company within 30 calendar days from the full processing of the Award Resolution.

  • Responses: until 11-04-2026 at 19:00 hours.
  • Closing for receipt of technical and economic bids: 11-19-2026 at 15:00 hours.
  • Opening of technical bids: 11-19-2026 at 16:00 hours.
  • Opening of economic bids: 12-17-2026 at 12:00 hours.

The initiative seeks to consolidate a structuring axis for port cargo transport and strategic connectivity for the Biobío metropolitan area, separating long-haul flows from local traffic and reinforcing road safety. For investors and the region, the tender opens the door to a key piece of urban road infrastructure that could substantially improve the service level of a critical route for the port and productive activity of southern Chile.
