The Ministry of Labor registers the new leadership of the SITRAMEN union

The Ministry of Labor registered the partial reform of the bylaws and the new board of directors of the Ministry of Energy Workers’ Union (SITRAMEN) “Rigoberto López Pérez”, headed by Anette Isabel Solís Castellón. The decision is contained in Resolution 013-2026 of the Directorate of Trade Union Associations, published in La Gaceta, Official Gazette No. 189 on Thursday, October 15, 2026, page 9870. The procedure directly affects the energy sector workers affiliated with this organization.

The procedure and its legal basis

The resolution was issued following the written request submitted by Anette Isabel Solís Castellón on July 29, 2026, in her capacity as general secretary of SITRAMEN, through which she notified the labor authority of the decision made by the Extraordinary General Assembly held on July 21, 2026, to partially reform the union’s bylaws. The act is supported by Article 18, numeral 2, of the Trade Union Associations Regulations.

The Notification Certificate, identified by Reg. 2026-0960, was processed by the notifier José Álvarez, from the Directorate of Trade Union Associations of the Ministry of Labor, in Managua at 2:36 in the afternoon on September 29, 2026. The document has a value of C$ 95.00.

The reform of the bylaws

The approved reform modifies two articles of the constitutive instrument:

• Article 1 (Name of the Union): for all legal purposes, the organization shall be named the Ministry of Energy Workers’ Union (SITRAMEN) “Rigoberto López Pérez”.
• Article 12 (Board of Directors): the secretariat of organization is merged with that of minutes and agreements, becoming the secretariat of organization, minutes, and agreements, and the secretariat for Women is created along with its functions.

The labor authority acknowledged notification of the partial reform and ordered the reformed bylaws to be safeguarded and sealed, with instructions to copy and notify the act.

The new board of directors

The Certification, with reference Reg. 2026-0961, accredits that the minutes of the new board of directors were registered under Number 017, Page 018, Volume LIV of the Registration Book of Changes to Boards of Directors corresponding to the year 2026. The board was composed as follows:

• General Secretariat: Anette Isabel Solís Castellón
• Deputy Secretariat: Eduardo José García Cortez
• Secretariat of Organization, Minutes and Agreements: Alejandro José Aguilar Pérez
• Secretariat of Youth and Sports: Alexander Antonio Villavicencio Chávez
• Secretariat for Women: Rebeca Lizeth Ortiz López
• Secretariat of Training: Ericka de los Ángeles Gómez Zamora
• Secretariat of Labor Affairs: Lino José Mendoza Áreas
• Secretariat of Finance: Keyvin Fernando Bejarano Saravia
• Secretariat of Hygiene and Safety: José Domingo Poveda González

The board is advised by the National Union of Employees (UNE-FNT).

Validity and registration

The term of the board of directors spans from September 25, 2026, to September 24, 2027. The certification was issued by the Director of Trade Union Associations, Engels Enrique Uriarte Silva, in Managua on September 25, 2026, after verifying the data against the original.

With this registration, SITRAMEN is enabled to act with its new organic structure and its new name before the Ministry of Labor and the Ministry of Energy itself, providing legal certainty to the representation of energy sector workers during the next union year.
