The Ministry of the Interior naturalizes five Cubans residing in Managua

The Ministry of the Interior granted Nicaraguan nationality as naturalized citizens to five citizens of Cuban origin with domicile and residence in the department of Managua, through resolutions 3439, 3440, 3441, 3442, and 3443. The certifications are published in La Gaceta, Official Gazette No. 174, corresponding to Thursday, September 24, 2026, in the Naturalized section (p. 9322). Each resolution takes effect from its publication in the Official Gazette.

A sovereign act endorsed by the Interior

The five resolutions were issued in Managua on September 12, 2026, by Commissioner General Katia Melania Barberena Jacamo, Operational Sub-Director of Migration and Foreigners, and endorsed by Minister María Amelia Coronel Kinloch. The granting is based on Article 53 of Law No. 761, General Law of Migration and Foreigners, and Article 117 of its Regulations, contained in Decree No. 31-2012.

The Ministry of the Interior qualifies naturalization as a sovereign act of the State of Nicaragua, in accordance with Articles 22, 23, and 64 of the Political Constitution and its partial reform contained in Law 1234, published in La Gaceta No. 32 on February 18, 2025. The texts also invoke Presidential Agreement No. 169-2025, Law No. 1183, and Law No. 1184, which define the functions, structure, and hierarchy of ranks of the Ministry of the Interior.

The five beneficiaries

• Aníbal Portal Darías (resolution 3439): born July 18, 1965, in Las Villas, married, mid-level technician in radiation and television systems; credits 16 years of continuous and uninterrupted residence and ties of affinity and consanguinity with Nicaraguans.
• Alejandro Valentín Roberto Luaces (resolution 3440): born February 14, 1960, in Pinar del Río, married, telecommunications engineer; 17 years of continuous and uninterrupted stay.
• Ernesto Hernández Caraballo (resolution 3441): born April 24, 1975, in Pinar del Río, married, telecommunications engineer and systems specialist; 10 years of stay and ties of affinity and consanguinity with Nicaraguans.
• Melvin Óscar de la Rosa Rodríguez (resolution 3442): born May 30, 1965, in Havana, telecommunications engineer; 11 years of stay and ties of affinity and consanguinity with Nicaraguans.
• Rigoberto Valdivia Pérez (resolution 3443): born April 20, 1953, in Guantánamo, lighting technician; 11 years of continuous and uninterrupted stay.

Registration and effects of the resolutions

The five resolutions were entered into the Nicaraguan Naturalized Citizens Book No. 12 maintained by the General Directorate of Migration and Foreigners, on folios 059-060, 061-062, 063-064, 065-066, and 067-068, respectively. The publications appear with the registration references Reg. 2026-00922 to Reg. 2026-00926.

The beneficiaries shall enjoy the rights and prerogatives that the laws grant to Nicaraguans and shall be subject to the corresponding obligations, according to the second article of each resolution. The text further orders the registration of the agreement in the book of naturalized citizens, the issuance of the corresponding certification, and its notification.

Publication in the Official Gazette is the requirement that activates the validity of each resolution, such that since September 24, the five citizens formally appear as naturalized Nicaraguans before the country’s migration registry and are subject to the same regime of rights and duties as nationals by birth.
