Por FactBox Admin

The Ministry of the Interior honorarily granted the Decoration for Professional Merit in the ranks of Grand Officer, Officer, and Knight to 37 police officers of the technical-operational level, through Ministerial Agreement 083-AM-SP-2026. The instrument was signed on October 6, 2026, in Quito by Police Lieutenant Colonel Christian Xavier Garzón Pérez, acting Undersecretary of Police and delegate of the Minister of the Interior, and was published in Supplement No. 393 of the Official Registry on Tuesday, October 20, 2026, within the agreements of the Executive Branch.
The recognition is based on articles 63, 64, 97 numeral 10, and 100 of the Organic Code of Citizen Security and Public Order Entities, in accordance with articles 188, 189, 190, 212, 213, and 214 of the Professional Career Regulations for Police Officers. The regulatory norm reserves this faculty for the head of the ministry governing citizen security, who grants the decorations via ministerial agreement following a suitability qualification by the Council of Generals of the National Police.
The immediate precedent is Resolution No. 2026-317-CsG-PN, dated April 30, 2026, in which the Council of Generals qualified as suitable the police officers who achieved academic excellence in the promotion course of the “First Group, Academic Period 2024,” developed between April and September 2023. The academic certification covered 54 technical-operational police officers, of whom technical verification confirmed the fulfillment of requirements for the three ranks finally granted.
Three ranks and 37 recognitions
The agreement distributes the distinctions according to the academic merit achieved:
- Grand Officer: 4 police officers, for obtaining the first seniority with an excellent grade.
- Officer: 24 police officers, for placing in the top third and for first seniorities in intermediate ranks.
- Knight: 9 police officers, for placing in the top third in initial ranks.
The names listed in the agreement
In the rank of Grand Officer, four non-commissioned officers appear, with their grade averages:
- Catota Chicaiza Hugo Manuel, 9.800
- Medina Revelo Cesar Gustavo, 9.735
- Guaman Chicaiza Edwin Patricio, 9.940
- Carreño Carreño Nelson David, 9.985
The Officer list consists of 22 non-commissioned officers, one first sergeant, and two second corporals, including Andachi Verdezoto Rovinson Geovani, Samaniego Vilema Cristobal Eudoro, Martínez Medina Jael Alvarito, Mancero Viscarra Stefany Andrea, and Godoy Pérez Maritza Elizabeth. In the rank of Knight, nine first corporals are listed, led by Ruiz Quiranza Carlos Daniel, Mullo Uyana Eduardo Ilario, and Borja Hidalgo Jenny Patricia.
From the Council of Generals to the Ministerial Office
The file passed through several instances before reaching the minister’s office. Executive Report No. PN-DNATH-SPOL-CAPOL-2026-0098-INF, from the National Directorate of Human Talent Administration, technically verified the fulfillment of the requirements, while Report No. PN-DNAJ-DAJ-0403-2026-I, dated March 16, 2026, and signed by Colonel Angelita del Rosario Pérez Gutiérrez, National Director of Legal Counsel, issued the favorable legal opinion.
On August 13, 2026, Superior General Pablo Vinicio Dávila Maldonado, General Commander of the National Police, forwarded the resolution of the Council of Generals via memorandum PN-CGEN-POL-2026-09697-M to Colonel Olga Beatriz Benavides Cueva, then acting Undersecretary of Police, who the following day ordered the completion of the process with memorandum MDI-VSI-SDP-2026-1318-MEMO.
The agreement stipulates in its final articles that it shall enter into force upon its signing, without prejudice to its publication in the Official Registry; it entrusts the execution and publication to the General Commander of the National Police and the Administrative Directorate of the Ministry of the Interior.
The recognition comes at a time when the police institution faces questioning regarding citizen security and allows the Interior Ministry to showcase a regulated incentive mechanism based on verifiable academic merits. The nominal publicity of the beneficiaries, including ranks, ID numbers, and averages, further leaves an auditable record of how distinctions are distributed within the police career.
