The Ministry of Education announces the state-level teacher transfer competitions
Por FactBox Admin

The Ministry of Education, Vocational Training and Sports has announced the state-level transfer competitions for teaching civil servants within its territorial management area, the cities of Ceuta and Melilla. The decision is formalized in two resolutions from the Undersecretariat dated October 30, 2026, and published in the Official State Gazette (BOE) number 274, of November 4, 2026, with references BOE-A-2026-23130 and BOE-A-2026-23131. The period for submitting applications and supporting documentation for merits will be from November 5 to 26, 2026, both inclusive.
The call is supported by the sixth additional provision of Organic Law 2/2006, of May 3, on Education, which establishes the provision of positions through state transfer competitions as the basis of the teaching statutory regime, and by Article 7 of Royal Decree 1364/2010, of October 29, which requires educational administrations to convene these processes biennially. The framework is completed by Royal Decree 677/2024, of July 16, which adapted the assessment of merits to the new organization of teaching bodies, and by Order EFD/1041/2026, of September 30 (BOE of October 6, no. 248), which establishes the procedural rules for the 2026/2027 academic year. The last state-level competitions were held in the 2024/2025 academic year.
The convened bodies and the offer of positions
Resolution BOE-A-2026-23130 covers eleven teaching bodies, identified by their official codes:
- 511, Secondary Education Professors (Catedráticos); 590, Secondary Education Teachers.
- 591, Body to be phased out of Vocational Training Technical Teachers; 598, Specialist Teachers in Singular Sectors of Vocational Training.
- 512 and 592, Professors and Teachers of Official Language Schools; 594, Music and Performing Arts Teachers.
- 513, 595 and 596, Professors, Teachers and Workshop Masters of Plastic Arts and Design; 597, Primary School Teachers (Maestros).
The offer will include, at a minimum, the vacancies that occur until December 31, 2026, and those resulting from the competition itself, and may be increased by those deriving from the processes of the autonomous communities. The provisional and final determination of positions will be published on the Ministry’s website before the allocations.
Seventeen autonomous communities with the same calendar
Along with the two ministerial resolutions, BOE no. 274 includes communications from the seventeen autonomous communities, which refer to the full publication of their calls in their respective official gazettes and maintain the identical period, from November 5 to 26, 2026:
- Catalonia (DOGC of November 2), Aragon (BOA of November 3), Castile and León (BOCYL no. 214, of November 4) and Madrid (BOCM of November 4).
- Basque Country, Galicia, Andalusia, Asturias, Cantabria, La Rioja, Murcia, Valencian Community, Castile-La Mancha, Canary Islands, Navarre, Extremadura and Balearic Islands.
The calls for applications bear the signatures of the regional heads of teaching staff, including Teresa Barroso Botrán (Castile and León), Ana Eva Tejedor Jodra (Aragon) and Miguel José Zurita Becerril (Madrid).
A single electronic application and a common scale
Applicants within the ministerial scope shall submit a single application for each body, exclusively electronically through the Ministry’s headquarters, with a maximum of 300 requests for centers or localities ordered by preference and with documentation in PDF or ZIP format up to 10 megabytes. They must provide the service record closed as of the deadline date and the certification of ownership of the specialty.
Those who already participated in the competition convened by the Resolution of October 31, 2025 (BOE of November 12) and accepted the final scores published in March 2026 will retain their scale and only justify the merits completed after December 4, 2025.
Specific shift for educational inspection
Resolution BOE-A-2026-23131 regulates the competition aimed at the Bodies of Inspectors at the Service of the Educational Administration and Education Inspectors, with positions in the educational inspections of Ceuta and Melilla. Voluntary participation requires having completed at least two years in the last definitive destination or being in situations of special services, voluntary leave, or suspension of functions in the provided cases. Several communities, such as Madrid, Aragon, Cantabria and Castile and León, have also convened this body on the same date.
This process is the one that mobilizes the largest volume of teaching staff every two years: it defines definitive destinations, conditions the stability of the staff, and reorganizes the professional career of thousands of teachers, who have barely three weeks to decide and register their requests before November 26.
