The IVF opens 50 million in subsidized loans for fire-affected areas
Por FactBox Admin

The Institut Valencià de Finances (IVF) has opened a subsidized loan line of up to 50 million euros to reactivate companies in the municipalities affected by the 2026 forest fires, with a final fixed interest rate of 1.5%. The call was approved by the Consell General of the IVF in its agreement of October 6, 2026, and is published in the Diari Oficial de la Generalitat Valenciana (DOGV) no. 10481, of October 28, 2026. The period for submitting applications begins on October 29 and extends until December 31, 2026, or until the funds of the line are exhausted, whichever occurs first.
From the aid decree to the financing line
The line is implemented as the execution of the recovery measures provided for in Decree 114/2026, of July 31, of the Consell, modified and expanded by Decree 127/2026, and in Decree 135/2026, of September 18. Article eighteen of decrees 114/2026 and 135/2026 already provided that the Generalitat would articulate, through the IVF, specific financial instruments for companies and industries affected by the fires.
According to the agreement, the fires declared between July and September 2026 —in La Vall d’Uixó, Tírig, Soneja, Segorbe, El Saler, and Tuéjar— caused serious damage to forest heritage, agricultural and livestock farms, homes, business facilities, vehicles, machinery, and infrastructure, in addition to interrupting the economic activity of the area. The direct aid from those decrees is now complemented by public financing to repair assets, rehabilitate facilities, and address liquidity needs.
The territorial scope comprises 24 municipalities and population centers:
- La Vall d’Uixó fire (July 25): La Vall d’Uixó, Betxí, Onda, La Vilavella, Artana, Eslida, Aín, Alcudia de Veo, Tales, Alfondeguilla, Nules, and Chóvar.
- Tírig fire (August 7): Tírig, Catí, Albocàsser, Culla, and La Salzadella.
- Segorbe fire (August 20): Segorbe and Gátova.
- Soneja fire (July 5): Soneja and Azuébar.
- El Saler fire (August 27): district of El Saler.
- Tuéjar fire (September 15): Tuéjar and Benagéber.
Fifty million and a fixed rate of 1.5%
The IVF may grant financing for a maximum global amount of 50,000,000 euros, incorporating a subsidy into the loans consisting of an interest rate reduction relative to the market rate. This subsidy is financed by a capital grant from the Conselleria de Economía, Hacienda y Administración Pública, with an allocation of 18,000,000 euros for the 2026 fiscal year.
The main conditions are:
- Minimum loan amount: 100,000 euros.
- Maximum amount based on business volume: up to 150,000 euros (up to 1 million in turnover), 250,000 (from 1 to 2 million), 600,000 (from 2 to 5), 1,000,000 (from 5 to 10), 1,500,000 (from 10 to 40) and 3,000,000 euros above 40 million.
- Maximum risk per beneficiary, including their group: 3,000,000 euros.
- Fixed assets: up to 80% of the investment value, term of 4 to 10 years and a grace period of up to 3 years.
- Working capital: term of 2 to 4 years, with a grace period of up to 1 year.
- No opening or early cancellation fees; quarterly settlements on March 15, June, September, and December.
Requirements and processing
Beneficiaries may be legal entities with at least one establishment or branch in an affected municipality, or those intending to establish their first establishment there, with a minimum seniority of two years and at least one employee or corporate freelancer; this requirement does not apply to newly created companies that establish their registered office in these locations. Administrations, universities, and public companies are excluded, as are illegal activities, tobacco, distilled alcoholic beverages, and the financial, real estate, and insurance sectors.
The grant is resolved through competitive bidding based exclusively on the order of submission of the applications, until the amount is exhausted. Processing is electronic via prestamos.ivf.es, and the call summary, with number BDNS 935897, appears in the complementary publication identified as DOGV-C-2026-32621. The agreement and the call enter into force the day following their publication in the DOGV.
The line reaches a productive fabric that continues to repair damages four months after the fires and offers conditions difficult to match in the market: a fixed rate of 1.5%, up to ten years term, and a grace period of three. For SMEs and freelancers from La Vall d’Uixó, Tírig, Segorbe, El Saler, or Tuéjar, the calendar is decisive: whoever does not apply before December 31, or before the 50 million is exhausted, will miss out on this source of liquidity.
