The IVE appoints Francisco Juan Pérez Mas as Deputy Director General of Statistics

The Valencian Institute of Statistics (IVE) has appointed Francisco Juan Pérez Mas as Deputy Director General of Statistics through the resolution of September 3, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10455, dated September 21, 2026. The position, identified by number 29084, is filled via the free appointment system and is the executive role that decides Valencian official statistics. The resolution, with official reference DOGV-C-2026-29185, is signed by the director of the IVE, Miguel Ángel Sánchez Navarro.

The origin: call 57/2026

The appointment concludes the procedure opened by the Resolution of April 30, 2026, from the Directorate General of Public Service, which called for the filling by free appointment of a vacant job position of a civil service nature at the IVE (call number 57/2026, published in DOGV 10356, dated May 6, 2026).

Prior to the resolution, the Directorate General of Public Service issued the mandatory and binding reports on May 22, 2026, regarding the fulfillment of the participation requirements by the applicants. The proposal from the IVE Management is dated July 29, 2026.

The resolution is based on the following regulations:

• Article 115 of Law 4/2021, of April 16, on the Valencian public service.
• Article 62 of Decree 3/2017, of January 13, of the Consell, which approves the Regulations for the selection, filling of job positions, and mobility of Valencian public service personnel.
• Article 12.4 of Decree 109/2021, of August 6, of the Consell, approving the Statute of the Valencian Institute of Statistics (DOGV 9170, dated September 9, 2021).

Position and candidate profile

The awarded position is 29084, Deputy Director General of Statistics, group A1, indistinct/teaching sector, with a destination supplement of level 30 and specific supplement E050.

The appointee is Francisco Juan Pérez Mas, a career civil servant A1 of the teaching staff, professional group A-24-D2231. The resolution justifies his suitability by noting that he is the candidate with the most experience in the performance of the position subject to the call, and adds that such performance was to the full satisfaction of the IVE management.

Termination, taking office, and appeal process

As he comes from the teaching administration, the appointee will not be integrated into the administration of the Generalitat, in accordance with Article 34 of the LFPV and the second paragraph of the fourth basis of the call.

• Termination of the current job position will occur ex officio on the day the resolution is published.
• Taking office in the new destination will take place on the day following the termination.

Against the resolution, which ends the administrative route, the following is possible:

• Optional appeal for reversal (recurso potestativo de reposición) before the same body that issued it, within one month starting from the day following the notification.
• Contentious-administrative appeal before the contentious-administrative court of València or before the court of the district where the plaintiff resides, within two months starting from the day following the notification.

The coverage of the general sub-directorate of Statistics of the IVE directly affects the production and dissemination of official Valencian statistics, as it is a management position with decision-making capacity over the data that inform the public policies of the Generalitat. Furthermore, the appointment is resolved by free designation and with a person who will not be integrated into the regional administration, which maintains the link of the position with the original teaching body for the duration of the tenure.
