El IVACE reparte 5,68 millones del fondo eólico entre municipios valencianos

The Valencian Institute of Business Competitiveness (IVACE) has announced the call for the Compensation Fund of the Wind Power Plan of the Comunitat Valenciana for the 2026 financial year, endowed with 5,683,690.20 euros, which will be distributed among municipalities, associations of municipalities, and consortia included within the affected area of the zones with installed wind farms. The call is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10477, of October 23, 2026, section III, by means of the Resolution of October 15, 2026, of the Presidency of IVACE (reference DOGV-C-2026-32862), the extract of which appears under reference DOGV-C-2026-32889 and identification number BDNS 936328.

The origin of the fund is the Wind Power Plan of the Comunitat Valenciana (PECV), approved by agreement on July 26, 2001, of the Valencian Government as a sectoral territorial action plan. Its chapter 5 established territorial rebalancing objectives so that the space supporting the wind farms receives part of the benefits they generate. The Compensation Fund was created by Law 10/2006, of December 26, and its ordinary management corresponds to IVACE. The regulatory bases are Order 5/2017, of February 20, of the Department of Sustainable Economy, Productive Sectors, Trade and Labor, published in DOGV no. 7986, of February 23, 2017.

Distribution by wind zones

The endowment is distributed among nine of the fifteen suitable zones of the plan, adding a 2024 remainder of 947,814.75 euros and income from the holding companies in 2026 of 4,735,875.45 euros:

  • Zone 1: 383,506.20 euros.
  • Zone 2: 447,423.90 euros.
  • Zone 3: 697,284.00 euros.
  • Zone 6: 883,535.96 euros (includes 123,109.02 from remainder).
  • Zone 7: 425,036.77 euros.
  • Zone 8: 383,506.20 euros.
  • Zone 10: 1,049,568.61 euros, the largest allocation (371,692.35 from remainder).
  • Zone 11: 618,056.03 euros.
  • Zone 12: 795,772.53 euros (441,319.83 from remainder).

The financing is charged to the budget line S1002, named “Wind Power Plan Compensation Fund,” in accordance with Law 4/2026, of July 22, on the budgets of the Generalitat for 2026.

Beneficiaries and eligible projects

Municipalities, associations of municipalities, and consortia provided for in Law 8/2010, of June 23, on the local regime of the Comunitat Valenciana, located within the affected area of any of the zones in the annex, may apply for the aid. Admissible projects are grouped into three types:

  • Improvement of rural infrastructure and services: rural roads, road networks providing access to districts and hamlets, public lighting, rural electrification, street redevelopment, renovation of municipal buildings and sports facilities.
  • Promotion of renewable energies: awareness campaigns, talks, forums, workshops, demonstration centers, renewable energy utilization installations, and individual or collective self-consumption projects.
  • Improvement of the socioeconomic conditions of the social and economic environment.

Deadline, intensity, and criteria

The application period opens the day following the publication of the summary in the DOGV and concludes on November 20, 2026, at 23:59:59 hours, electronically through the Generalitat’s headquarters or the IVACE portal. The grants are non-repayable subsidies with an intensity of up to 100% of the eligible cost, and the justification must be submitted by November 26, 2027, at the latest, with expenses admitted from January 1, 2026.

The award is resolved through competitive bidding based on a maximum of 50 points: up to 30 for the characteristics of the municipality (electrical substation, length of evacuation lines, visual impact, access roads, and number of wind turbines), up to 10 for the social, environmental, and economic interest of the project, and up to 10 for the balanced distribution of funds among entities. A minimum of 14 points is required to be a beneficiary. The maximum period for resolution is three months from the end of the application period, with negative silence (implied rejection), and the resolution concludes the administrative process.

Impact on local coffers

The fund goes directly to the town halls with wind farms within their boundaries and covers up to the total cost of works that would otherwise hardly fit into municipal budgets. Furthermore, the call prioritizes municipalities with the lowest historical accumulation of aid, with 10 points for those who have not exceeded 350,000 euros in previous editions, which redistributes the investment effort toward smaller entities.
