The Agricultural Technological Institute of Castilla y León (ITACyL) has approved the “Irrigation modernization project in the Canal de Villadangos Irrigation Community (León). Phase II”, with a base tender budget of 8,660,878.13 euros. The resolution, electronically signed on October 14, 2026, by the general director David González Huerta, is made public in the Official Gazette of the Province of León no. 206, of October 29, 2026, with the reference BOP-LE-2026-206034 and the code PEP 2026/000178.
The approval takes place under article 134 of the General Regulation of the Public Administration Contracts Law and following the public information process required by article 83 of Law 39/2015, of October 1. The announcement is endorsed by the Canal de Villadangos Irrigation Community itself, signed in Villadangos del Páramo on October 27, 2026, through its secretary, Ángel José Fernández León, by delegation of the president, Serafín Pérez Martínez. The full text of the resolution is reproduced as an annex to the announcement.
Eight million and project management
The approved amount is set at eight million six hundred sixty thousand eight hundred seventy-eight euros and thirteen cents (€8,660,878.13) as the base tender budget. The project was drafted by the agricultural engineer Teodoro Martínez García, member number 642 of the Official College of Agricultural Engineers of Castilla y León and Cantabria.
The file is based on two internal reports from the institute: the one issued on October 7, 2026, by the Engineering and Projects unit of the Sub-directorate of Agricultural Infrastructure and the proposal from the sub-director of Agricultural Infrastructure dated October 13, 2026. The resolution also incorporates the final list of affected assets and rights and their owners, resulting from the public information process.
Green light without objections
The public exhibition phase was opened with announcements inserted in three media outlets:
- Official Gazette of Castilla y León (BOCyL) no. 152, of August 7, 2026.
- Official Gazette of the Province of León no. 150, of August 10, 2026.
- La Nueva Crónica newspaper, of August 11, 2026.
These were supplemented by the notice boards of the town halls of Villadangos del Páramo and Cimanes del Tejar, in the province of León. The expropriation annex with the list of assets and rights was exhibited for 20 business days at the Territorial Unit of León of ITACyL and in both town halls.
Procedural sources confirm that no objections were filed during the process. Therefore, the final list of affected parties coincides with the one included in the project and published in BOCyL no. 152.
E-7 Classification and administrative appeal
Contractors applying for the award must be classified in Group E, Subgroup 7, as established in the third resolution. An administrative appeal (recurso de alzada) may be filed against the resolution before the Vice-Counselor for Community Agricultural Policy and Rural Environment within one month from the day following its publication in the BOCyL.
The action is part of the modernization of the canal irrigation, the Phase I of which is executed by the state company SEIASA under file SGRCNIR 21.311. Law 14/2000, of December 29, declared the replacement of the secondary irrigation network of this community to be of general interest, which implicitly included the declaration of public utility and urgency for expropriation purposes. On September 21, 2026, the Ministry of Agriculture, Fisheries and Food agreed to start the expropriation proceedings for Phase I, with the drawing up of preliminary reports scheduled for November 17 and 18, 2026, in Villadangos del Páramo, Santa Marina del Rey, and Cimanes del Tejar.
A key contract for the Leonés Páramo
The tender for Phase II, with a base budget of nearly 8.7 million euros, makes this work one of the most relevant irrigation contracts in León for the fiscal year and opens a market window for companies classified in Group E, Subgroup 7. For the irrigators of Villadangos del Páramo and Cimanes del Tejar, the approval consolidates the second stage of an infrastructure declared of general interest since the year 2000 and closes the administrative process prior to the execution of the works.
