IPEX announces 25,672 euros in grants for wineries at Prowein 2027
Por FactBox Admin

The Castilla-La Mancha Foreign Promotion Institute (IPEX) has announced 25,672.50 euros in grants for wineries and companies in the region’s wine sector to participate as a group in the Prowein 2027 trade fair, which will be held from March 7 to 9, 2027, in Düsseldorf (Germany). The call is approved by resolution on October 27, 2026, and published in the Official Gazette of Castilla-La Mancha number 210, dated November 3, 2026 (reference 2026/7864), with a maximum of 14 beneficiary companies. The application period will remain open until November 25, 2026.
The call is based on Order 152/2022, of July 29, from the Ministry of Economy, Business and Employment, which establishes the regulatory bases for aid for grouped participation in IPEX internationalization actions, and on Law 38/2003, of November 17, General Law on Subsidies. The abstract appears in the National Subsidies Database with the identifier BDNS 938409.
This is an early processing call, subject to the existence of adequate and sufficient credit in 2027, which will be financed from the IPEX 2027 budget, program 751B, item 47573 (PEP OOAA/1000000497). The aid is de minimis in nature according to Regulation (EU) 2023/2831, meaning the total received by a company over three years cannot exceed 300,000 euros.
Up to 1,833.75 euros per nine-meter stand
The call covers a single expense concept: the rental and fitting out of the exhibition space, with the following parameters:
- Maximum eligible cost: 7,335 euros per company.
- Aid percentage: 25% of the cost.
- Maximum IPEX aid: 1,833.75 euros.
- Maximum number of beneficiaries: 14 companies.
- Total credit for the call: 25,672.50 euros, extendable by up to an additional 40% if credit remains available before the award.
IPEX will only subsidize individual modular stands of up to 9 square meters located in the area reserved for Castilla-La Mancha within the Spanish pavilion. Registration and payment are handled directly through ICEX, the official pavilion coordinator, and all other costs are borne by each winery.
Deadline, electronic procedure, and resolution within three months
Applications must be submitted exclusively electronically with an electronic signature, using the Annex I form available on the electronic office of the Regional Government of Castilla-La Mancha (www.jccm.es), under procedure number 031033. Main deadlines and effects:
- Submission of applications: from the day following publication until November 25, 2026.
- Correction of errors: ten non-extendable days.
- Resolution and notification: three months from publication; administrative silence implies rejection.
- Justification: one month from the completion of the action.
- Appeal: administrative appeal (recurso de alzada) before the head of the Regional Ministry of Economy, Business and Employment within one month.
Beneficiaries may include companies, self-employed workers registered in the RETA, clusters, cooperatives, joint ventures, and for-profit business groupings and associations, as well as the management and representation bodies of protected geographical indications and designations of origin, provided they carry out their activity in Castilla-La Mancha. Foundations, public companies and bodies, and administrations are excluded.
100-point scale and 30% reserve for depopulated areas
Selection will be resolved through competitive bidding by a technical commission consisting of two technicians from the promotion department of IPEX, with a maximum of 100 points: 30 for having their own export department (15 if external), 30 for a website in several languages (15 if only Spanish and English), 30 for the number of editions in which they have participated in Prowein —more points for those who have never attended— and 10 for operating in priority areas under Law 5/2017, of November 30. In the event of a tie, priority will be given by order of submission.
The call reserves 30% of the credit for applicants from sparsely populated areas or areas at risk of depopulation, in accordance with the Agreement of October 19, 2021, of the Governing Council; unused credit may be reassigned to the rest of the regional territory.
The German market as the objective
The resolution justifies the action based on the weight of the German market: in 2025, it was the fourth largest global consumer of wine by volume and third by value, the largest global importer by volume, and Castilla-La Mancha’s main customer by value and second by volume. The organization also notes that the 2026 edition of Prowein brought together 3,364 exhibitors and more than 31,000 professional visitors from 128 countries.
The call arrives with a tight schedule: interested wineries have less than a month to decide on their participation and process their registration with ICEX. For a sector with strong export dependence, the aid covers only a quarter of the cost of the trade fair space, but the Düsseldorf event remains one of the few simultaneous gateways to European, Asian, and American markets, and the 30% reserve for municipalities at risk of depopulation shifts part of the public effort to the rural wine-growing environment.
