El Instituto Leonés de Cultura abre 100.000 euros para proyectos audiovisuales

The Leonese Institute of Culture (ILC), a body dependent on the Provincial Council of León, has opened the 2026-2027 call for competitive grants destined for audiovisual projects related to the province of León, with a global ceiling of 100,000 euros and a maximum of 10,000 euros per project. The agreement was adopted by its Governing Council on October 23, 2026, and the extract is published in the Official Gazette of the Province of León no. 210, of Thursday, November 5, 2026, with the official reference BOP-LE-2026-210003 and the identification number BDNS 939409 in the National Grants Database.

The call is processed in an advance manner and its extract is disseminated under articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17. The regulatory bases are those approved by agreement of the Plenary of the Council of León on February 27, 2008, published in the BOP of León no. 45/2008, of March 5, together with the General Grants Ordinance approved on July 27, 2022, and published in the BOP no. 206, of October 27, 2022. The full text is available on the ILC website and in file 939409 of the BDNS.

Which projects are funded

The grants cover the pre-production, production, recording, post-production, or dissemination of audiovisual creations, in any of the realization phases:

  • Documentaries or fiction films, according to their genre.
  • Unitary productions or series, according to their typology.
  • Short films, medium-length films, or feature films, according to their length.

The territorial requirement is strict: the project must be linked to one of the regions of the province, either because it is filmed in Leonese settings, or because the plot is based on characters, customs, localities, landscapes, historical aspects, cultural manifestations, or emblems of the material and immaterial Leonese heritage. The organization of film festivals, meetings, conferences, or screenings are excluded from the call.

Amounts and evaluation criteria

The grant will be 10,000 euros or 80% of the investment if it does not exceed that figure, until the 100,000 euros of the call are exhausted. The beneficiary must provide at least 20% of the total investment and may subcontract up to 100% of the activity. Applications that do not reach 50 points may be excluded. The scale, based on a maximum of 100 points, is distributed as follows:

  • Project interest and suitability: up to 40 points, with 20 for the theme and treatment, 10 for reflecting Leonese characters, territories, or events, 5 for the weight of provincial locations, and 5 for the presence of women on the team.
  • Artistic criteria: up to 25 points, for the quality of the plot and for innovative formal elements.
  • Planning criteria: up to 25 points, with a provisional script (5), global budget (5), financing plan (5), shooting schedule (4), and story-board (3), plus 3 for the number of professionals.
  • Viability criteria: up to 10 points, for contracts, sponsorships, or bank certifications accrediting other supports.

In the event of a tie, the scores of criteria 1 to 4 will be considered and, if the tie persists, it will be resolved by draw. Eligible expenses include, among others, script and music costs, artistic personnel, technical crew, set design, filming studios, machinery, post-production, insurance, copies and advertising —up to 20% of the production cost— and dubbing or subtitling. VAT is not considered an eligible expense unless an exemption is proven. The grants are compatible with others, provided that the sum does not exceed the cost of the activity, and are subject to the de minimis regime of Regulation (EU) 2023/2831, with a limit of 300,000 euros per beneficiary over three years.

Deadlines and submission

Freelance professionals and audiovisual sector companies that comply with the 3rd basis of the general bases and do not fall under the exclusions of Article 13 of the General Subsidies Law may apply; those who already receive other grants from the Provincial Council of León or the ILC for the same sector and objectives are excluded.

  • Application period: 20 business days from the day following the publication of the summary in the BOP, i.e., starting from November 6, 2026.
  • Execution: from January 1, 2026, until six months after the notification of the granting agreement.
  • Submission: mandatory via the ILC electronic office for companies; freelancers may also do so at the ILC registry, at Puerta de la Reina, 1, 24003 León.
  • Justification: simplified justification account, within one month from the end of execution.
