El Instituto Cervantes licita la restauración de la envolvente de su sede central

The Instituto Cervantes has put out to tender the drafting of the execution project, the project management, and the health and safety coordination for the restoration works of the building envelope of its headquarters, located at Alcalá 49 in Madrid. The tender announcement, processed under file IC-2026000015, is published in the Official State Gazette (BOE) number 251, dated October 9, 2026, in section V of public sector procurement announcements, with the official reference BOE-B-2026-32742. The estimated value of the contract amounts to 124,550.00 euros and the planned duration is 22 months.

The contracting authority is the Management of the Instituto Cervantes, with tax identification number Q2812007I and address at Alcalá, 49, 28014 Madrid. The announcement falls under the Ministry of Foreign Affairs, European Union and Cooperation and corresponds to a state authority whose primary activity is education. The primary place of service provision is ES300 (Madrid) and the contract is classified under CPV code 71240000, relating to architectural, engineering, and planning services. The announcement was sent on October 1, 2026, and is signed by the director of the Instituto Cervantes, Luis Manuel García Montero.

Object and scope of the intervention

The tender covers a technical service divided into three linked provisions for the headquarters building:

  • Drafting of the execution project for the restoration works of the envelope.
  • Project management of the works.
  • Health and safety coordination during execution.

The procedure is open and variants will not be accepted. The procurement specifications are freely, directly, completely, and gratuitamente accessible through the Public Sector Procurement Platform, and the buyer profile is published on the same portal.

Award criteria and execution conditions

The evaluation of bids is divided among five criteria, with price as the highest-weighted factor but without an absolute majority:

  • Team experience: 30%.
  • Price: 40%.
  • Technical quality of the intervention proposal: 10%.
  • Methodology and planning in the project management and execution phase: 10%.
  • Methodology and planning in the project phase: 10%.

Regarding the conditions for participation, legal capacity, an annual turnover figure, and civil liability insurance—which only the proposed awardee must provide—are required, as well as services of the same nature provided within the last three years. The specifications also incorporate a social execution condition: the contractor must collaborate, at least once, in a dissemination or training action promoted by the contracting authority aimed at highlighting the intervention carried out and the heritage significance of the restored building.

Deadlines, electronic processing, and appeals

The deadline for the receipt of tenders or requests to participate was set until 23:59 hours on October 8, 2026, extended from the initially planned date because the subsequent publication of annexes to the specifications required giving interested parties sufficient time to prepare and submit their proposals. Tenders must be written in Spanish and may be sent electronically to the Directorate of the Instituto Cervantes, at Alcalá, 49, 28014 Madrid. Electronic invoicing and electronic payment are also accepted.

The competent body to resolve appeal procedures is the Central Administrative Tribunal for Contractual Appeals, located at Avenida General Perón, 38, 8th floor, 28020 Madrid, which is also the service from which information regarding said procedures may be obtained.

The restoration of the envelope of the headquarters affects a property of heritage value located in the historical axis of Madrid, therefore the contract is not limited to a technical work: it incorporates the requirement to disseminate the significance of the restored building. For interested architecture and engineering firms, file IC-2026000015 opens a 22-month contract with an estimated value of 124,550.00 euros and a scoring system in which price accounts for 40% and the team’s experience accounts for 30%.
